The Head of the National Assembly’s standing delegation to the Parliamentary Assembly of the Council of Europe (PACE) Biljana Pantic Pilja, and delegation member Aleksandar Mirkovic, are taking part in the meeting of the PACE Committee on Legal Affairs and Human Rights and the Subcommittee on the Implementation of Judgments of the European Court of Human Rights, in London, on 1 and 2 December 2025.
The Committee meeting was opened with welcoming speeches by the Deputy Speaker of the House of Lords of the Parliament of the United Kingdom, Lord Gardiner of Kimble, and the Secretary General of the Parliamentary Assembly of the Council of Europe, Despina Chatzvassiliou.
The Committee members were then addressed by David Lammy, UK Deputy Prime Minister and Secretary of State for Justice, with whom they exchanged views on the consequences of the war in Ukraine, the political and legal debate on the European Convention on Human Rights in the UK and Europe, and the human rights violations in Gaza.
The main topics discussed during the Committee meeting included the future role of the European Convention on Human Rights, standards in prescribing limitations on negative external influence, the universal abolition of the death penalty, the implementation of judgments of the European Court of Human Rights in Russia, and the use of artificial intelligence in parliaments.
During the Committee meeting, the Committee members will have the opportunity to exchange views with members of the UK House of Lords Constitutional Affairs Committee and Parliament's Joint Committee on Human Rights, as well as with Alan Mitchell, President of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.
