What is a discussion in principle?

A discussion in principle marks the beginning of the procedure of reviewing and adoption of a bill in the National Assembly. During the discussion in principle, MPs discuss the proposed law from the standpoint of the need and reasons for the adoption of the law and principles on which proposed solutions are based. A discussion in principle about a bill is also held at the sitting of the competent committee, before the debate at the session of the National Assembly. If the competent committee and the Government, unless it was the Government itself that proposed the law, propose to the National Assembly to accept the bill in principle they must state whether they accept the bill in its entirety or with changes proposed in the form of amendments.
At the proposal of an MP, the National Assembly can decide to hold a joint discussion in principle on several bills that are on the agenda of the same session and are mutually conditioned, or there is a mutual connection between the proposed solutions.
