What is a draft law?
A draft law is the work-in-progress version of a law prepared by the Government, with rationale. The draft law is most frequently prepared by the relevant ministry which establishes a working group consisting of legal and other personnel, assisted by scientists, experts and all who can contribute to the quality of the text of the law.
A draft law often undergoes public debate where all the interested parties may comment on the draft.
Public debate is compulsory in cases when the law being prepared is to significantly alter the regulation of an issue or to regulate an issue of particular public interest.
The Government accepts the draft law by formulating a bill it then submits to the National Assembly.
