Regional multilateral initiatives

The National Assembly participates in the following regional multilateral initiatives: Adriatic-Ionian Initiative, South-East European Cooperation Process and Regional Cooperation Council.


Adriatic - Ionian Initiative

Adriatic - Ionian Initiative – There are no permanent bodies. Within the parliamentary cooperation ad hoc meetings are organized at the highest level, one a year in the country that chairs the Initiative.

  • Miodrag Popovic, advisor to the National Assembly Speaker, took part in the 11th conference of parliament speakers of the Adriatic-Ionian Initiative member countries held at Brdo near Kranj, Slovenia, on 12 and 13 May 2013, as special representative.

  • Belgrade hosted the 10th conference of parliament speakers of the Adriatic-Ionian Initiative member countries on 26 April 2012.

  • National Assembly Deputy Speaker Nikola Novakovic took part in the 9th conference of parliament speakers of the Adriatic-Ionian Initiative member countries in Becici, Montenegro, from 11 to 13 April 2011.

Process of Cooperation in South-East Europe (SEECP)

Represents the most important regular multilateral form of cooperation and the framework for the new regional concept for SEE supported by the USA, EU, OUN, OSCE, CE. The South-East European Cooperation Process was launched in 1996 with the aim to transform South-East Europe into a region of stability, security and cooperation in line with European integration trends, by promoting inter-dialogue and cooperation at all levels and in all areas of common interest. The following twelve countries take part in the work of the Cooperation Process as full members: Albania, Bosnia and Herzegovina, Bulgaria, Montenegro, Greece, Croatia, Macedonia, Moldova, Romania, Serbia, Slovenia and Turkey. Serbia was included into the full scope of activities of the SEECP at the Skopje Summit in October 2000.

The activities of the SEECP take the form of summits of Heads of State and Prime Ministers, meetings of Ministers of Foreign Affairs and meetings at the level of political directors of Foreign Ministers of participating countries. The SEECP also holds meetings of the Troika as a standing coordinating body comprised of current, previous and coming chairing countries.

The National Assembly of the Republic of Serbia takes part in the SEECP Parliamentary Dimension, which it chaired in the period June 2011 - June 2012. In addition to the annual conference of Parliament Speakers of SEECP member countries, the organisation also organises meetings of national coordinators and the Working Group of the SEECP Parliamentary Dimension. The Regional Secretariat for Parliamentary Cooperation in Sofia was established as operational support for the SEECP Parliamentary Dimension.

Council for Regional Cooperation in South-East Europe (RCC)

The Regional Cooperation Council, based in Sarajevo (the successor of the Stability Pact for South Eastern Europe), is functionally connected with the SEE Cooperation Process and is the body that offers operational support to the cooperation in the region. In addition to coordinating technical and financial support, the RCC is also a regional forum for dialogue between different countries, international organisations and the donor community.

It is comprised of the twelve SEE Cooperation Process participating states (Albania, Bosnia and Herzegovina, Bulgaria, Greece, Croatia, Macedonia, Moldova, Romania, Serbia, Slovenia, Turkey and Montenegro), UNMIK “on behalf of Kosovo in accordance with UNSC Resolution 1244”, EU represented by the EU Council President, Commission and Council Secretariat, as well as the European Parliament and a number of countries and institutions actively supporting regional cooperation in SEE.

The priority areas of regional cooperation realised via the RCC are:

1. Economic development – regional trade and domestic and foreign investment, particularly the CEFTA multilateral free trade agreement;

2. Infrastructure – transport infrastructure focusing on the main corridors in SEE, energy (including gas), airspace, environmental protection, electronic SEE;

3. Justice and home affairs – especially the fight against organised crime and corruption;

4. Security cooperation – Conversion of defense and reform of the security sector;

5. Building human capital – support of reform and inclusion into European trends in the sphere of education and scientific-technology research;

6. Parliamentary cooperation as an as an overarching theme included in all the priorities mentioned.
