What happens if a bill is not prepared in accordance with the Rules of Procedure?

If a bill is not prepared in accordance with the Rules of Procedure (if, for example, it contains no rationale), the National Assembly Speaker will request that the proposer harmonize it with the provisions of the Rules of Procedure, precisely informing the proposer about the source of disharmony.
If the proposer fails to comply with the instructions of the National Assembly Speaker, the bill is considered withdrawn.
