Fourth Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature

At the request of 103 MPs, the Speaker of the National Assembly of the Republic of Serbia Dr Vladimir Orlic convened the Fourth Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature for Wednesday, 19 July 2023, starting at 10 am.


The following agenda was set in the request:

  1. Bill amending the Building Legalisation Law, submitted by the Government;
  2. Bill on the Confirmation of the Sectoral Agreement between the Government of the Republic of Serbia and the European Commission Setting Out Provisions for the Management and Implementation of Union Financial Assistance to Serbia Under the Rural Development Programme of the Instrument For Pre-Accession Assistance (IPARD III), submitted by the Government;
  3. Bill on the Temporary Register of Mothers and Other Persons for the Payment of Financial Assistance, submitted by the Government;
  4. Bill amending and modifying the Law on Financial Support to Families with Children, submitted by the Government;
  5. Proposal to elect Prof. Dr Slavica Djukic-Dejanovic Minister of Education in the Government of the Republic of Serbia, submitted by the Prime Minister;
  6. Bill amending and modifying the Law on Air Transport, submitted by the Government;
  7. Bill amending and modifying the Energy Law, submitted by the Government;
  8. Bill amending and modifying the Law on Planning and Construction, submitted by the Government;
  9. Bill amending and modifying the Law on Railway, submitted by the Government;
  10. Bill on the Interoperability of the Railway System, submitted by the Government;
  11. Bill amending and modifying the Law on Employment of Foreigners, submitted by the Government;
  12. Bill amending and modifying the Law on Foreigners, submitted by the Government;
  13. Bill on the Termination of the Validity of the Law on Special Procedures for the Implementation of the Project of Construction and Reconstruction Line Infrastructure Structures of Particular Importance to the Republic of Serbia, submitted by the Government;
  14. Bill amending the Law on Special Conditions for the Realisation of the Housing Construction Project for Members of the Security Forces, submitted by the Government;
  15. Bill on the Confirmation of the Loan Agreement (First Serbia Green Transition Programmatic Development Policy Loan) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
  16. Bill on the Confirmation of the Loan Agreement (Improving Public Financial Management for the Green Transition Operation) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
  17. Bill on the Confirmation of the Loan Agreement (Project Science) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
  18. Bill on the indebtedness of the Republic of Serbia with Banca Intesa AD Beograd for the financing of the Ruma-Sabac-Loznica Road Construction Project, submitted by the Government;
  19. Bill on the Confirmation of the Facility Agreement for a €300,000,000 term loan facility between the Republic of Serbia represented by the Government of the Republic of Serbia Acting by and through the Ministry of Finance arranged by Merrill Lynch International with the Financial Institutions listed in Schedule 1 as Original Lenders and Global Loan Agency Services Limited acting as Agent, submitted by the Government;

Bill on the Confirmation of the Amendment Agreement Relating to the EUR 400,000,000 MIGA Facility Agreement, dated 10 December 2021 between the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as Borrower and J.P.   27. Proposal of the List of Candidates for the election of one member of the Council of the Commission for State Aid Control, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  28. Proposal of the Decision to Grant Consent to the Statute of the Regulatory Agency for Electronic Communications and Postal Services, submitted by the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications;
  29. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the UNITED SERBIA Parliamentary Group and
  30. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the “ALEKSANDAR VUCIC – TOGETHER WE CAN DO ANYTHING” Parliamentary Group.
The National Assembly accepted, by majority vote, the proposal of National Assembly Speaker Dr Vladimir Orlic to complete a joint debate in principle and single debate on all the items on the agenda.

The National Assembly then commenced the joint debate in principle and single debate on items 1 through 30 on the agenda, presented by Prime Minister Ana Brnabic and the Chairman of the Committee on Finance, State Budget and Control of Public Spending Veroljub Arsic as representatives of the submitter.

The MPs conducted the joint debate in principle and single debate on items 1 through 30 on the agenda for the remainder of the day.

On the second day of the proceedings, 20 July 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Jelena Jerinic, Milija Miletic, Prof. Dr Tamara Milenkovic Kerkovic, Srdjan Milivojevic, Dragana Miljanic, Marina Lipovac Tanaskovic, Dr Djordje Miketic, Dr Anna Oreg, Zoran Stojanovic, Stefan Krkobabic, Jasmin Hodzic, Zagorka Aleksic, Prof. Dr Vladimir Djukic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

By the end of the workday, the National Assembly had completed the joint debate in principle and single debate on all the items on the agenda of the Fourth Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature.

Pursuant to Article 270, paragraph 1 of the National Assembly Rules of Procedure, National Assembly Speaker Dr Vladimir Orlic set Tuesday, 25 July 2023, as Voting Day on the Proposal to elect Prof. Dr Slavica Djukic-Dejanovic Minister of Education in the Government of the Republic of Serbia, starting at 3 pm.

On the third day of the proceedings, 24 July 2023, the National Assembly completed a debate in detail on the Bill amending the Building Legalisation Law, Bill on the Temporary Register of Mothers and Other Persons for the Payment of Financial Assistance, Bill amending and modifying the Law on Financial Support to Families with Children, Bill amending and modifying the Law on Air Transport and the Bill amending and modifying the Energy Law.

The National Assembly went on to conduct a debate on the Bill amending and modifying the Law on Planning and Construction.

On the fourth day of the proceedings, 25 July 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Djordje Pavicevic, Zsombor Ujvari, Milija Miletic, Borko Puskic, Dejana Vasic, Dragana Miljanic, Nikola Nesic, Dr Zoran Lutovac, Ivana Parlic, Ljubinko Djurkovic and Dalibor Jekic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to conduct a debate in detail on the Bill amending and modifying the Law on Planning and Construction.

Pursuant to Article 270, paragraph 1 of the National Assembly Rules of Procedure, National Assembly Speaker Dr Vladimir Orlic had set Tuesday, 25 July 2023, as Voting Day on the Proposal to elect Prof. Dr Slavica Djukic-Dejanovic Minister of Education in the Government of the Republic of Serbia, starting at 3 pm. By roll call, the MPs elected Prof. Dr Slavica Djukic-Dejanovic Minister of Education by 149 votes in favour.

Following the vote, the newly-elected Minister took the oath of office before the National Assembly and National Assembly Speaker Dr Vladimir Orlic wished her success in all her efforts.
The National Assembly then completed the debate in detail on item 8 on the agenda.

By the end of the day the National Assembly also conducted a debate in detail on the Bill amending and modifying the Law on Railway and the Bill on the Interoperability of the Railway System.

On the fifth day of the proceedings, 26 July 2023, the National Assembly Speaker concluded the debate in detail on the Bill on the Interoperability of the Railway System.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Dr Vladimir Orlic concluded the Fourth Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature.
