Tenth Extraordinary Session of the National Assembly of the Republic of Serbia in 2015

At the request of the Government of the Republic of Serbia, National Assembly Speaker Maja Gojkovic convened the Tenth Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, for Monday, 22 June 2015, starting at 10 am.


The request to hold the Tenth Extraordinary Session specified the following agenda:

1. Bill amending and modifying the Excise Tax Law,
2. Bill on the Confirmation of the Convention on a Common Transit Procedure,
3. Bill on the Confirmation of the Convention on the Simplification of Formalities in Trade in Goods,
4. Bill on the Confirmation of the Loan Agreement (Improvement of Land Administration in Serbia Project) between the Republic of Serbia and the International Bank for Reconstruction and Development,
5. Bill on the Confirmation of the Loan Agreement between the Republic of Serbia and the International Bank for Reconstruction and Development (State Owned Enterprises Reform Development Policy Loan),
6. Proposal of the Decision on the 2016-2020 Official Statistics Programme,
7. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Moldova on Visa Abolition for the Citizens of the Two Countries,
8. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Finland on Paid Employment of Family Members of Staff of Diplomatic Missions, Consular Representative Offices and Missions to International Government Organisations.

The Chair, National Assembly Deputy Speaker Konstantin Arsenovic, congratulated, on the behalf of the MPs and himself, the Serbian national junior football team on winning gold in the World Championship.

National Assembly accepted the proposal of MP Veroljub Arsic to complete a joint debate in principle and single debate on items 1, 2, 3, 4, 5 and 6 on the agenda and a joint single debate on items 7 and 8 on the agenda.

The National Assembly then commenced the joint debate in principle and single debate on the Bill amending and modifying the Excise Tax Law, Bill on the Confirmation of the Convention on a Common Transit Procedure, Bill on the Confirmation of the Convention on the Simplification of Formalities in Trade in Goods, Bill on the Confirmation of the Loan Agreement (Improvement of Land Administration in Serbia Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, Bill on the Confirmation of the Loan Agreement between the Republic of Serbia and the International Bank for Reconstruction and Development (State Owned Enterprises Reform Development Policy Loan), and the Proposal of the Decision on the 2016-2020 Official Statistics Programme

On the behalf of the submitter, the bills were elaborated by Minister of Finance Dr Dusan Vujovic.

By the end of the day, the National Assembly had completed the joint debate in principle and single debate on items 1, 2, 3, 4, 5 and 6 on the agenda, as well as a joint single debate on items 7 and 8 on the agenda.

On the second day of the proceedings, 24 June, the National Assembly completed a debate in detail on the Bill amending and modifying the Excise Tax Law and the Bill on the Confirmation of the Loan Agreement (Improvement of Land Administration in Serbia Project) between the Republic of Serbia and the International Bank for Reconstruction and Development.

As the National Assembly had completed the debate all the other items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic, set Wednesday, 24 June 2015, as Voting Day on all the items on the agenda for the Tenth Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, starting at 5.45 pm.

Voting Day

On Voting Day, 24 June, by majority vote, the National Assembly passed the Bill amending and modifying the Excise Tax Law, Bill on the Confirmation of the Convention on a Common Transit Procedure and the Bill on the Confirmation of the Convention on the Simplification of Formalities in Trade in Goods, submitted by the Government.

The National Assembly also passed, by majority vote, the Bill on the Confirmation of the Loan Agreement (Improvement of Land Administration in Serbia Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, Bill on the Confirmation of the Loan Agreement between the Republic of Serbia and the International Bank for Reconstruction and Development (State Owned Enterprises Reform Development Policy Loan), as well as the Proposal of the Decision on the 2016-2020 Official Statistics Programme, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Moldova on Visa Abolition for the Citizens of the Two Countries, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Finland on Paid Employment of Family Members of Staff of Diplomatic Missions, Consular Representative Offices and Missions to International Government Organisations, submitted by the Government.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Tenth Extraordinary Session of the National Assembly of the Republic of Serbia in 2015.
