First Sitting of the National Assembly of the Republic of Serbia, 14th Legislature

The First (Constituting) Sitting of the National Assembly of the Republic of Serbia, 14th Legislature, convened by the National Assembly Speaker from the previous legislature, Dr Vladimir Orlic, commenced on Tuesday, 6 February 2024, at 10 am.


The sitting was opened to the sounds of the national anthem of the Republic of Serbia, “God of Justice”, performed by the mixed choir “Stanislav Binicki”.

The sitting was chaired by the oldest Member of Parliament Stojan Radenovic, from the Electoral List ALEKSANDAR VUCIC – Serbia Must Not Stop, assisted, in line with Article 3 of the National Assembly Rules of Procedure, by the youngest Members of Parliament from the four electoral lists which had won the most parliamentary seats, presided by Aleksandar Djukic from the Electoral List ALEKSANDAR VUCIC – Serbia Must Not Stop and Marko Milosevic from the Electoral List IVICA DACIC – PRIME MINISTER OF SERBIA, in the presence of National Assembly Secretary General Srdjan Smiljanic and

Pursuant to Article 101 of the Constitution of the Republic of Serbia, Article 16 of the Law on the National Assembly and Article 4 of the National Assembly Rules of Procedure, the following agenda was set for the sitting:

  1. Verification of the terms of office of the Members of Parliament;
  2. Election of the Speaker of the National Assembly;
  3. Election of the Deputy Speakers of the National Assembly;
  4. Appointment of the Secretary General of the National Assembly;
  5. Election of members of the working bodies of the National Assembly, and
  6. Election of members of the standing parliamentary delegations to international institutions.
In order to verify the MPs’ terms of office, the National Assembly formed a Commission to establish whether the data in the certificate on the election of each MP coincides with the data in the Report of the Republic Electoral Commission on the conducted elections, comprising: Aleksandar Markovic, elected from the Electoral List ALEKSANDAR VUCIC – Serbia Must Not Stop, Ugljesa Markovic, elected from the Electoral List IVICA DACIC – PRIME MINISTER OF SERBIA and Jelena Pavlovic, elected from the Electoral List “WE – VOICE FROM THE PEOPLE, Prof. Dr Branimir Nestorovic”.

The Commission ascertained that all the 250 MPs’ certificates comply with the certificates issued by the Republic Electoral Commission and submitted a Report on it to the National Assembly.

Based on the Commission’s Report, the National Assembly verified the terms of office of all the Members of Parliament of the new legislature, and with the verification, the National Assembly was constituted.

The new MPs took the following oath of office:

"I do solemnly swear that I will perform the duty of Member of Parliament with devotion, honourably, truly and faithfully to the Constitution, defend human and minority rights and freedoms of citizens, and to the best of my knowledge and ability, serve the citizens of Serbia, the truth and justice".

The Chair, MP Stojan Radenovic informed the MPs that they will be informed about the continuation of the sitting in due time.

The First (Constituting) Sitting of the National Assembly of the Republic of Serbia, 14th Legislature, was continued on Monday, 18 March 2024, at 11 am.

At the beginning of the sitting, the MPs paid their respects by a minute’s violence to the victims of the 2004 March Pogrom in Kosovo-Metohija.

The Chair, Member of Parliament Stojan Radenovic, informed the MPs that, in line with Article 22 of the Rules of Procedure, the following parliamentary groups have been formed in the National Assembly:

  1. ALEKSANDAR VUCIC – Serbia Must Not Stop Parliamentary Group, headed by Milenko Jovanov, with Marina Ragus as Deputy Head;
  2. "Party of Freedom and Justice - Movement of Free Citizens" Parliamentary Group, headed by Marinika Tepic, with Pavle Grbovic as Deputy Head;
  3. People’s Movement of Serbia - New Face of Serbia Parliamentary Group, headed by Miroslav Aleksic, with Borislav Novakovic as Deputy Head;
  4. IVICA DACIC - Socialist Party of Serbia (SPS) Parliamentary Group, headed by Ivica Dacic, with Snezana Paunovic as Deputy Head;
  5. NEW DSS – POKS (NADA) Parliamentary Group, headed by Dr Milos Jovanovic, with Vojislav Mihailovic as Deputy Head;
  6. Green – Left Front, Don’t Let Belgrade D(r)оwn Parliamentary Group, headed by Radomir Lazovic, with Doc.Dr Biljana Djordjevic as Deputy Head;
  7. SERBIA CENTRE - SRCE Parliamentary Group, headed by Zdravko Ponos, with Stefan Janjic as Deputy Head;
  8. Democratic Party – DS Parliamentary Group, headed by Dr Zoran Lutovac, with Dr Dragana Rakic as Deputy Head;
  9. WE – VOICE FROM THE PEOPLE Parliamentary Group, headed by Branko Pavlovic, with Mitar Kovac as Deputy Head;
  10. WE – VOICE FROM THE PEOPLE Prof. Dr Branimir Nestorovic Parliamentary Group, headed by Branko Lukic, with Jelena Pavlovic as Deputy Head;
  11. PUPS – Solidarity and Justice Parliamentary Group, headed by Stefan Krkobabic, with Haji Milorad Stosic as Deputy Head;
  12. Alliance of Vojvodina Hungarians Parliamentary Group, headed by Prof. Dr Balint Pasztor, with Boris Bajic as Deputy Head;
  13. Social Democratic Party of Serbia Parliamentary Group, headed by Branimir Jovanovic, with Dr Muamer Bacevac as Deputy Head
  14. Dragan Markovic Palma - United Serbia Parliamentary Group, headed by Dragan D. Markovic, with Zivota Starcevic as Deputy Head;
  15. Ecological Uprising Parliamentary Group, headed by Aleksandar Jovanovic, with Danijela Nestorovic as Deputy Head and
  16. PS - NSS - USS - RS Parliamentary Group, headed by Djordje Komlenski, with Marijan Risticevic as Deputy Head.
Election of the Speaker of the National Assembly

The National Assembly proceeded to item two on the agenda, Election of the Speaker of the National Assembly.

The Chair informed the MPs that, in line with Article 9 of the Rules of Procedure, he had received one proposal of candidate for National Assembly Speaker.

Ana Brnabic, elected form the ALEKSANDAR VUCIC – Serbia Must Not Stop Electoral List, had been nominated for National Assembly Speaker.

The nomination was elaborated by the Head of the ALEKSANDAR VUCIC – Serbia Must Not Stop Parliamentary Group Milenko Jovanov.

For the remainder of the day, the National Assembly conducted a discussion on the nominated candidate for National Assembly Speaker.

On the third day of the proceedings, 19 March 2024, the National Assembly continued and for the remainder of the day conducted the discussion on item two on the agenda - the nominated candidate for National Assembly Speaker.

On the fourth day of the proceedings, 20 March 2024, the National Assembly continued the discussion on item two on the agenda - the nominated candidate for National Assembly Speaker.

Having completed the discussion on the nominated candidate, the MPs decided to vote for National Assembly Speaker openly, by roll call.

By a majority of 153 votes, the MPs elected MP Ana Brnabic National Assembly Speaker.

The National Assembly then moved on to item 3 on the agenda – election of the Deputy Speakers of the National Assembly.

National Assembly Speaker Ana Brnabic informed the MPs that the following had been nominated for National Assembly Deputy Speakers: Marina Ragus elected from the Electoral List ALEKSANDAR VUCIC – Serbia Must Not Stop; Sandra Bozic, elected from the Electoral List ALEKSANDAR VUCIC – Serbia Must Not Stop; Snezana Paunovic, elected from the Electoral List IVICA DACIC – PRIME MINISTER OF SERBIA; Elvira Kovacs, elected from the Electoral List VАJDASÁGI MAGYAR SZÖVETSÉG – Elnökünkért, közösségünkért, a jövőért! – ALLIANCE OF VOJVODINA HUNGARIANS – For Our President, Our Community, For The Future!; Edin Djerlek, elected from the Electoral List USAME ZUKORLIC – UNITED FOR JUSTICE - JUSTICE AND RECONCILIATION PARTY – BOSNIAKS OF SANDZAK, TOMISLAV ZIGMANOV – DEMOCRATIC ALLIANCE OF CROATS IN VOJVODINA and Dr Jovan Janjic, elected from the Electoral List “WE – VOICE FROM THE PEOPLE, Prof. Dr Branimir Nestorovic”.

Before moving on to vote on the candidates nominated for National Assembly Deputy Speakers, the MPs decided that the 14th legislature of the National Assembly is to have six Deputy Speakers whose election should be conducted openly, by roll call.

Based on the submitted nominations, the National Assembly Speaker ascertained the following List of Candidates for National Assembly Deputy Speakers:

  1. Marina Ragus;
  2. Sandra Bozic;
  3. Snezana Paunovic;
  4. Elvira Kovacs;
  5. Edin Djerlek and
  6. Dr Jovan Janjic.
The MPs elected the nominated candidates for National Assembly Deputy Speakers by majority vote, which National Assembly Speaker Ana Brnabic congratulated them on.

The National Assembly also considered item 4 on the agenda - appointment of the Secretary General of the National Assembly. By majority vote, the MPs appointed Srdjan Smiljanic Secretary General of the National Assembly, which National Assembly Speaker Ana Brnabic congratulated him on.

The MPs went on to consider and adopt the Decision Proposal on the Election of members of the working bodies of the National Assembly of the Republic of Serbia.

Finally, the MPs also considered and adopted the Decision Proposal on the composition of the standing delegations of the National Assembly of the Republic of Serbia to international parliamentary institutions, Decision Proposal on the composition of the Stabilisation and Association Parliamentary Committee and the Decision Proposal on the composition of the National Assembly delegation in the Republic of Serbia - Republic of Srpska Parliamentary Forum.

The National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and ruled that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ana Brnabic concluded the First Sitting of the National Assembly of the Republic of Serbia, 14th Legislature.
