National Assembly Speaker Completes Two-Day Visit to Luxembourg

Later today, National Assembly Speaker MA Nebojsa Stefanovic met with Dario Scannapieco, Vice President of the European Investment Bank, with whom he discussed the current economic situation in Serbia, particularly in view of the European Investment Bank's investments into Serbia which would in the upcoming period amount to 300 million EUR and be intended for small and medium-sized enterprise projects.


Speaker Stefanovic assured his host that the investment climate in Serbia would improve, mentioning the public procurement law and anti-corruption efforts as priorities which would, along with the beginning of negotiations with the European Union, make the investment climate in Serbia even better.

The topic of the meeting with Vitor Caldeira, President of the European Court of Auditors, was the recently published Report on Kosovo which gives a realistic portrayal of the situation, particularly as regards the programmes for which the European Commission had allocated considerable funds. According to Court President Caldeira, the auditors’ report deals with the achievements of the rule of law projects in Kosovo and the results of the report had been, first of all, forwarded to the European Commission.
In the course of the meeting, Speaker Stefanovic also brought up the issue of cooperation between the European Court and the State Audit Institution, adding that he had recently attended the completion of their joint project. Also, new types of cooperation with the Court had been negotiated which would mean cooperation with the National Assembly in the sphere of recognising the role of the parliament in the control of the executive.

In the meeting with Koen Lenaerts, Vice President of the European Court of Justice, the Speaker agreed on closer cooperation with the Court and discussed several issues related to potential regional processes, particularly those relating to the suits filed by the refugees and displaced persons on the territory of former Yugoslavia.

The main topic of the meeting with Nicolas Schmith, Minister of Labour, Employment and Migration, was the problem of asylum-seekers from Serbia. According to the statistics presented to Speaker Stefanovic on the occasion, the number of asylum-seekers from Serbia has drastically fallen in 2012. The decrease in numbers of people from Serbia seeking political asylum in Luxembourg was greatly aided by the fact that Luxembourg had officially granted Serbia the status of safe country, which significantly prevents political asylum-seeking in Luxembourg. In addition, social welfare for refugees has been cut down to the level offered by the neighbouring countries, so it was jointly deemed that the grave problem which burdened both countries has now been relegated to the background compared to other potential joint projects in the process of inclusion, particularly of Roma, in Serbia.

As part of his official activities, NARS Speaker Nebojsa Stefanovic also had an audience with Grand Duke Henri of Luxembourg. The Grand Duke asked Speaker Stefanovic about the current political situation in Serbia, since he had visited Serbia, and about the humanitarian projects he had himself taken part in.

Completing his official two-day visit to Luxembourg, National Assembly Speaker Nebojsa Stefanovic also met with Xavier Bettel, the Mayor of Luxembourg.
