Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016 for Sunday, 4 December, starting at 3 pm.


The National Assembly adopted the following agenda:

  1. Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2016 Financial Plan, submitted by the Government;

  2. Proposal of the Decision to grant consent to the Decision modifying the Republic Health Insurance Fund 2016 Financial Plan, submitted by the Government;

  3. Proposal of the Decision to grant consent to the Decision amending and modifying the Fund for Social Insurance of Military Insured 2016 Financial Plan, submitted by the Government;

  4. Proposal of the Decision to grant consent to the Decision modifying the National Employment Service 2016 Financial Plan, submitted by the Government;

  5. Bill amending and modifying the Budget System Law, submitted by the Government;

  6. Republic of Serbia 2017 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2017 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2017 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2017 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2017 Financial Plan, submitted by the Government;

  7. Bill amending the Law on temporary regulation of pension payment, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandra Tomic to complete a joint debate in principle and single debate on all the items on the agenda.

The National Assembly commenced the joint debate in principle and single debate on items 1 through 7 on the agenda.

On the second day of the proceedings, 5 December, the National Assembly conducted the joint debate in principle and single debate on items 1 through 7 on the agenda.

The proposed documents were presented by Minister of Finance Dusan Vujovic, representative of the submitter.

The sitting was attended by Prime Minister Aleksandar Vucic, deputy prime ministers Ivica Dacic, Zorana Mihajlovic and Rasim Ljajic, Minister of Economy Goran Knezevic, Minister of Agriculture and Environmental Protection Branislav Nedimovic, Minister of Mining and Energy Aleksandar Antic, Minister of Justice Nela Kuburovic, Minister of Public Administration and Local Self-Government Ana Brnabic, Minister of Defence Zoran Djordjevic, Minister of Education, Science and Technological Development Mladen Sarcevic, Minister of Health Zlatibor Loncar, Minister of Labour, Employment, Veteran and Social Affairs Aleksandar Vulin, Minister of Youth and Sport Vanja Udovicic, Minister of Culture and the Media Vladan Vukosavljevic, and ministers without portfolio Slavica Djukic Dejanovic and Milan Krkobabic.

The National Assembly conducted the joint debate in principle and single debate on items 1 through 7 on the agenda for the remainder of the day.

On the third day of the proceedings, 6 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandra Jerkov, Marinika Tepic, Prof. Dr Vojislav Seselj, Milija Miletic, Miroslav Aleksic, Bosko Obradovic, Nedjo Jovanovic, Sasa Radulovic and Dr Aleksandar Martinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then went on to continue the joint debate in principle and single debate on items 1 through 7 on the agenda.

The sitting was attended by Prime Minister Aleksandar Vucic, deputy prime ministers Zorana Mihajlovic, Nebojsa Stefanovic and Rasim Ljajic, Minister of Economy Goran Knezevic, Minister of Agriculture and Environmental Protection Branislav Nedimovic, Minister of Mining and Energy Aleksandar Antic, Minister of Justice Nela Kuburovic, Minister of Public Administration and Local Self-Government Ana Brnabic, Minister of Defence Zoran Djordjevic, Minister of Education, Science and Technological Development Mladen Sarcevic, Minister of Health Zlatibor Loncar, Minister of Labour, Employment, Veteran and Social Affairs Aleksandar Vulin, Minister of Youth and Sport Vanja Udovicic, Minister of Culture and the Media Vladan Vukosavljevic, Minister of Finance Dusan Vujovic and minister without portfolio Milan Krkobabic.

By the end of the day, the National Assembly completed the joint debate in principle and single debate on items 1 through 7 on the agenda.

On the fourth day of the proceedings, 8 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Natasa Micic, Ana Ciric, Olena Papuga, Haji Milorad Stosic, Dr Ivan Bauer, Bosko Obradovic, Fatmir Hasani, Goran Ciric, Ljupka Mihajlovska, Prof. Dr Vojislav Seselj and Miodrag Linta, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Before recess, the National Assembly commenced a debate in detail on the Republic of Serbia 2017 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2017 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2017 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2017 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2017 Financial Plan.

For the remainder of the workday the National Assembly conducted the debate on the amendments submitted to item 6 on the agenda.

On the fifth day of the proceedings, 9 December, the National Assembly completed the debate in detail on item 6 on the agenda.

The Chair, National Assembly Speaker Maja Gojkovic greeted, on the behalf of the MPs and herself, the representatives of the Teachers Union of Serbia, Union of Employees in Education of Serbia and Branch Union of Teachers of Serbia “Independence”, who followed part of the National Assembly sitting from the gallery of the Grand Hall.

The National Assembly noted the termination of the term of office of MP Velimir Stanojevic, before the expiry of the term he was elected for, on the day he tendered his resignation.

Based on the Decision of the Republic Electoral Commission and the Report and proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 27, paragraph 25 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MP Goran Pekarski, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING. Following the oath of office, National Assembly Speaker Maja Gojkovic wished the newly-elected MP success in his future efforts at the National Assembly.

The National Assembly proceeded to complete a debate in detail on the Bill amending and modifying the Budget System Law and the Bill amending the Law on temporary regulation of pension payment.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Saturday, 10 December, as Voting Day on all the items on the agenda for the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, starting at 10 am.

Voting Day

On Voting Day, by majority vote, the National Assembly passed the Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2016 Financial Plan, Proposal of the Decision to grant consent to the Decision modifying the Republic Health Insurance Fund 2016 Financial Plan, Proposal of the Decision to grant consent to the Decision amending and modifying the Fund for Social Insurance of Military Insured 2016 Financial Plan, Proposal of the Decision to grant consent to the Decision modifying the National Employment Service 2016 Financial Plan,  and the Bill amending and modifying the Budget System Law.

The MPs also adopted, by majority vote, the Republic of Serbia 2017 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2017 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2017 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2017 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2017 Financial Plan, and the Bill amending the Law on temporary regulation of pension payment.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016.
