Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014

At the request of the Government of the Republic of Serbia, National Assembly Speaker Maja Gojkovic convened the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014, for Friday, 29 August 2014, starting at 10 am.


The request to hold the Eighth Extraordinary Session sets an agenda containing four items:

1. Bill on Certification of Signatures, Manuscripts and Copies, submitted by the Government,

2. Bill on Trade in Real Estate, submitted by the Government,

3. Bill amending the Law on Court Fees, submitted by the Government,

4. Bill modifying the Healthcare Law, submitted by the Government.

The National Assembly accepted the proposal of Member of Parliament Prof. Dr Vladimir Marinkovic to complete a joint debate in principle on the Bill on Certification of Signatures, Manuscripts and Copies, Bill on Trade in Real Estate and the Bill amending the Law on Court Fees.

The National Assembly proceeded to commence the joint debate in principle on items 1, 2 and 3 on the agenda, elaborated, on the behalf of the submitter, by Minister of Justice Nikola Selakovic.

The National Assembly conducted and, by the end of the day, concluded the joint debate in principle on items 1, 2 and 3 on the agenda for the session.

On the second day of the proceedings, 30 August, the National Assembly commenced a debate in principle on the fourth item on the agenda – the Bill modifying the Healthcare Law, elaborated, on the behalf of the submitter, by Minister of Health Dr Zlatibor Loncar.

The National Assembly conducted and, by the end of the day, concluded the debate in principle on the Bill modifying the Healthcare Law.

On the third day of the proceedings, 31 August, the National Assembly completed a debate in detail on the Bill on Certification of Signatures, Manuscripts and Copies, Bill on Trade in Real Estate and the Bill amending the Law on Court Fees.

As the National Assembly had concluded the debate in principle and in detail on the first three items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic reminded the MPs of the provision of article 87, paragraph 5, of the National Assembly Rules of Procedure according to which the National Assembly Speaker may set a Voting Day on a bill immediately after the debate on said bill is completed.

Pursuant to said provision, National Assembly Deputy Speaker MA Igor Becic set Sunday, 31 August 2014, as Voting Day on items 1, 2 and 3 on the agenda - Bill on Certification of Signatures, Manuscripts and Copies, Bill on Trade in Real Estate and the Bill amending the Law on Court Fees, starting at 1 pm.

On Voting Day, 31 August, the National Assembly passed the Bill on Certification of Signatures, Manuscripts and Copies, Bill on Trade in Real Estate and the Bill amending the Law on Court Fees, by a majority vote.

After recess, the National Assembly completed a debate in detail on the Bill modifying the Healthcare Law.

As the National Assembly had concluded the debate in detail on the Bill modifying the Healthcare Law, National Assembly Speaker Maja Gojkovic set Sunday, 31 August 2014, as Voting Day on item 4 on the agenda for the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014, starting at 7.05 pm.

Voting Day

On Voting Day, 31 August, the National Assembly passed the Bill modifying the Healthcare Law, by a majority vote.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Eighth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014.
