Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2011

National Assembly Speaker Prof. Dr Slavica Djukic Dejanovic convened the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2011 for Thursday, 17 November 2011, starting at 2 p.m.


The sitting commenced on Tuesday, 22 November, at 12:15.

Before moving on to establish the agenda, MPs Jelena Travar-Miljevic, Slobodan Samardzic, Nemanja Sarovic, Miroslav Markicevic and Riza Halimi requested information and explanations in line with article 286 of the Rules of Procedure.

The National Assembly adopted the following agenda:

1. Rehabilitation Bill;

2. Bill amending and modifying the Law on Emergency Situations;

3. Bill amending and modifying the Law on Police;

4. Bill amending and modifying the Law on State and Other Holidays in the Republic of Serbia;

5. Bill amending and modifying the Law on Salaries in Public Agencies and Public Services;

6. Bill on Market Surveillance;

7. Bill on Health Safety of Items of General Use;

8. Bill amending and modifying the Law on Biocidal Products;

9. Bill amending and modifying the Law on Chemicals;

10. Bill on the Confirmation of the International Convention on Maritime Liens and Mortgages;

11. Bill on the Confirmation of the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be Used for such Carriage (ATP);

12. Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the State of Kuwait;

13. Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Armenia;

14. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on Defense Cooperation and Status of their Forces;

15. Bill on the Confirmation of the Defense Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro;

16. Bill on the Confirmation of the Agreement between the Republic of Serbia and Montenegro on the Avoidance of Double Taxation with respect to Income Tax;

17. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Indonesia on Stimulation and Mutual Protection of Investments;

18. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina on Temporary Employment of Citizens of the Republic of Serbia in Bosnia and Herzegovina and Citizens of Bosnia and Herzegovina in the Republic of Serbia;

19. Bill on the Confirmation of the Environmental Protection Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan and

20. Nomination for the Election of an Elective Member of the First Composition of the State Prosecutorial Council from the Ranks of Lawyers, submitted by the Serbian Chamber of Lawyers.

The National Assembly accepted the proposal of MP Srdjan Milivojevic to complete a joint debate in principle on items 2 and 3 on the agenda, joint debate in principle on items 7, 8 and 9 and a joint unified debate on items 10 to 19 on the agenda.

The National Assembly conducted and concluded a debate in principle on the Rehabilitation Bill, elaborated by Minister of Environment, Mining and Spatial Planning Oliver Dulic.

By the end of the day, the National Assembly had conducted and concluded a joint debate in principle on the Bill amending and modifying the Law on Emergency Situations and the Bill amending and modifying the Law on Police.

At the end of the debate, Deputy Prime Minister and Minister of Interior Ivica Dacic responded to the MPs’ remarks and suggestions relating to the Bills.


On the second day of work, 23 November, the National Assembly conducted and completed a debate in principle on the Bill amending and modifying the Law on State and Other Holidays in the Republic of Serbia.

After recess, the National Assembly completed a debate in principle on the Bill amending and modifying the Law on Salaries in Public Agencies and Public Services.


On the third day of work, 24 November, at the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Arpad Fremond, Vladimir Milentijevic and Zoran Krasic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

The National Assembly conducted and completed a debate in principle on the Bill on Market Surveillance, elaborated by the representative of the submitter Minister of Agriculture, Trade, Forestry and Water Management Dusan Petrovic.

The National Assembly went on to conduct and complete a joint debate in principle on the Bill on Health Safety of Items of General Use, Bill amending and modifying the Law on Biocidal Products and the Bill amending and modifying the Law on Chemicals, which were elaborated by the representative of the submitter Minister of Health Zoran Stankovic.

National Assembly Speaker Prof. Dr Slavica Djukic Dejanovic informed the MPs that part of the session was being viewed from the gallery of the Grand Hall of the National Assembly House by the members of the delegation of the Union Organization of Serbia involved in the protection of people living with HIV/AIDS, at the same time reminding them that 1 December was World AIDS Day, and greeted the delegation of the behalf of the MPs.


On the fourth day of work, 28 November, at the National Assembly conducted and concluded a joint unified debate on the ten international agreements and contracts listed as items 10 to 19 on the agenda.

The National Assembly went on to complete a debate on the Nomination for the Election of an Elective Member of the First Composition of the State Prosecutorial Council from the Ranks of Lawyers, submitted by the Serbian Chamber of Lawyers.

After recess, the National Assembly conducted and concluded a debate in detail on the Rehabilitation Bill.


At the beginning of the proceedings on the fifth day of work, 29 November, the heads i.e. authorised representatives of the parliamentary groups, MPs Vladimir Milentijevic, Mico Rogovic, Nemanja Sarovic, Nada Kolundzija and Miroslav Markicevic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

In the morning part of the proceedings, the National Assembly conducted and completed a debate in detail on the Bill amending and modifying the Law on Emergency Situations.

By the end of the day, the National Assembly had completed a debate in detail on the Bill amending and modifying the Law on Police.


On the sixth day of work, 30 November, the National Assembly conducted and concluded a debate in detail on the Bill amending and modifying the Law on State and Other Holidays in the Republic of Serbia and the Bill amending and modifying the Law on Salaries in Public Agencies and Public Services.


On the seventh day of work, 1 December, in the morning part of the proceedings, the National Assembly conducted and concluded a debate in detail on the Bill on Market Surveillance.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Zoran Krasic, Velimir Ilic, Zoran Sami and Nada Kolundzija requested information and explanations in line with article 286 of the National Assembly Rules of Procedure

At the proposal of the Administrative Committee, the National Assembly noted the termination of the term of office of MP Dragomir Cimesa, elected from the For European Serbia – Boris Tadic electoral list, before the expiration of the term he was elected to.

After recess, the National Assembly completed a debate in detail on the Bill on Health Safety of Items of General Use and the bills amending and modifying the Law on Biocidal Products and the Law on Chemicals.

Based on the Republic Electoral Commission Report and at the proposal of the Administrative Committee, the National Assembly noted the verification of the term of office of MP Stanko Jovcic, elected from the For European Serbia – Boris Tadic electoral list.

National Assembly Speaker Prof. Dr Slavica Djukic Dejanovic greeted a group of women employed at the local self-government bodies in Petrovac on the Mlava, who attended part of the sitting.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic Dejanovic set Monday, 5 December 2011, as Voting Day on the items on the agenda for the Third Sitting of the Second Regular Session of the National Assembly in 2011, starting at 10 a.m.

On Voting Day, 5 December, by a majority of votes, the National Assembly adopted the Rehabilitation Bill, Bill amending and modifying the Law on Emergency Situations, Bill amending and modifying the Law on Police, Bill amending and modifying the Law on State and Other Holidays in the Republic of Serbia, Bill amending and modifying the Law on Salaries in Public Agencies and Public Services, Bill on Market Surveillance, Bill on Health Safety of Items of General Use, Bill amending and modifying the Law on Biocidal Products and Bill amending and modifying the Law on Chemicals.

By a majority of votes, the National Assembly adopted the Bill on the Confirmation of the International Convention on Maritime Liens and Mortgages, Bill on the Confirmation of the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be Used for such Carriage (ATP), Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the State of Kuwait, Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Armenia, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on Defense Cooperation and Status of their Forces, Bill on the Confirmation of the Defense Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro, Bill on the Confirmation of the Agreement between the Republic of Serbia and Montenegro on the Avoidance of Double Taxation with respect to Income Tax, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Indonesia on Stimulation and Mutual Protection of Investments, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina on Temporary Employment of Citizens of the Republic of Serbia in Bosnia and Herzegovina and Citizens of Bosnia and Herzegovina in the Republic of Serbia and the Bill on the Confirmation of the Environmental Protection Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan.

By a majority of votes, the National Assembly adopted the Nomination for the Election of an Elective Member of the First Composition of the State Prosecutorial Council from the Ranks of Lawyers. At the proposal of the Serbian Chamber of Lawyers, Miroslav Bojic was elected member of the State Prosecutorial Council from the ranks of lawyers.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the articles of the National Assembly Rules of Procedure had been violated.

As the National Assembly had completed the discussion on all the items on the agenda for the sitting and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic Dejanovic concluded the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2011.
