Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025
The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025 for Tuesday, 4 November 2025, starting at 10 am.
Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Pavle Grbovic, Irena Zivkovic, Aleksandar Pavic, Dragan Stanojevic, Radomir Lazovic, Milos Parandilovic, Stefan Janjic, Marinika Tepic and Zdravko Mladenovic , requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly adopted the following agenda:
- Bill amending and modifying the Law on the Unified Electoral Roll, submitted by MP Dr Ugljesa Mrdic;
- Bill on special procedures for the realisation of the revitalisation and development project of the location in Belgrade between Kneza Milosa, Masarikova, Bircaninova and Resavska streets, submitted by 110 MPs of the National Assembly of the Republic of Serbia;
- Bill amending and modifying the Law on Obligations and the Basics of Property Relations in Air Transport, submitted by the Government;
- Bill amending and modifying the Law on Working Hours of Road Transport Vehicle Crews and Tachographs, submitted by the Government;
- Bill on Market Placement of Timber and Timber Products, submitted by the Government;
- Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Saint Lucia on Visa Abolition for Carriers of Regular Passports, submitted by the Government;
- Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Republic of Benin on Visa Abolition for Carriers of Diplomatic, Official and Service Passports, submitted by the Government, and
- Bill on the Confirmation of the Agreement on Cooperation in the Field of Security and Public Order between the Government of the Republic of Serbia and the Government of the Republic of Equatorial Guinea, submitted by the Government.
By majority vote, the National Assembly accepted the proposal of MP Milenko Jovanov, to complete a joint debate in principle and single debate on all the items on the agenda.
The MPs also accepted the proposal of National Assembly Speaker Ana Brnabic to complete a debate in detail on items 1 to 5 the agenda immediately after the completion of the debate in principle on the same bills.
In the morning part of the proceedings, the National Assembly commenced the joint debate in principle and single debate on all the items on the agenda, and the bills were presented, on behalf of the submitters, by MP Milenko Jovanov, National Assembly Speaker Ana Brnabic, Minister of Public Administration and Local Self-Government Snezana Paunovic and Minister of Foreign Affairs Marko Djuric.
For the remainder of the day the National Assembly conducted the joint debate in principle and single debate on all the items on the agenda.
On the second day of the proceedings, 5 November 2025, pursuant to Article 168 of the Rules of procedure, the National Assembly included, under urgent procedure, as item 9 on the agenda the List of Candidates for the election of members of the Council of the Regulatory Authority for Electronic Media, submitted by the Culture and Information Committee.
The National Assembly then continued and by the end of the day concluded the joint debate in principle and single debate on items 1 to 8 on the agenda.
On the third day of the proceedings, 6 November 2025, the National Assembly conducted and concluded a debate in detail on the Bill amending and modifying the Law on the Unified Electoral Roll.
The National Assembly then proceeded to conduct a debate in detail on the Bill on special procedures for the realisation of the revitalisation and development project of the location in Belgrade between Kneza Milosa, Masarikova, Bircaninova and Resavska streets.
On the fourth day of the proceedings, 7 November 2025, the National Assembly continued the debate in detail on the Bill on special procedures for the realisation of the revitalisation and development project of the location in Belgrade between Kneza Milosa, Masarikova, Bircaninova and Resavska streets.
In the course of the day, the National Assembly also completed a debate in detail on the Bill amending and modifying the Law on Obligations and the Basics of Property Relations in Air Transport, Bill amending and modifying the Law on Working Hours of Road Transport Vehicle Crews and Tachographs, and the Bill on Market Placement of Timber and Timber Products.
As the National Assembly had completed a debate, in principle and in detail, on items 1 to 8 on the agenda, the Chair, National Assembly Deputy Speaker Marina Ragus set Friday, 7 November 2025, as Voting Day on items 1 to 8 on the agenda of the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025, starting at 1 pm.

On Voting Day, 7 November 2025, the National Assembly adopted, by majority vote, the Bill amending and modifying the Law on the Unified Electoral Roll, Bill on special procedures for the realisation of the revitalisation and development project of the location in Belgrade between Kneza Milosa, Masarikova, Bircaninova and Resavska streets, Bill amending and modifying the Law on Obligations and the Basics of Property Relations in Air Transport, Bill amending and modifying the Law on Working Hours of Road Transport Vehicle Crews and Tachographs, Bill on Market Placement of Timber and Timber Products, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Saint Lucia on Visa Abolition for Carriers of Regular Passports, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Republic of Benin on Visa Abolition for Carriers of Diplomatic, Official and Service Passports, and the Bill on the Confirmation of the Agreement on Cooperation in the Field of Security and Public Order between the Government of the Republic of Serbia and the Government of the Republic of Equatorial Guinea.
Having completed the vote on the first eight items on the agenda, the National Assembly continued the proceedings with a single debate on the List of Candidates for the election of members of the Council of the Regulatory Authority for Electronic Media, submitted by the Culture and Information Committee and presented by Committee member Natasa Jovanovic as representative of the Committee.
For the remainder of the day, the National Assembly conducted the single debate on item 9 on the agenda.
On the fifth day of the proceedings, 10 November 2025, the National Assembly continued and for the remainder of the day conducted the debate in detail on item 9 on the agenda.
On the sixth day of the proceedings, 12 November 2025, the National Assembly continued and by the end of the day concluded the debate in detail on item 9 on the agenda - List of Candidates for the election of members of the Council of the Regulatory Authority for Electronic Media.
As the National Assembly completed the debate, National Assembly Speaker Ana Brnabic set Wednesday, 12 November 2025, as Voting Day on item 9 on the agenda of the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025, starting at 3 pm.
Voting Day
The National Assembly Speaker reminded the attending that, according to the Law on Electronic Media, in the election procedure for the first convocation of the REM Council, three members are elected for a period of two years, three members for a period of four, and three members for a period of six years, and the duration of the mandate of the first convocation of the REM Council is determined by drawing lots.
On Voting Day, the following were elected, by a majority vote, as members of the Council of the Regulatory Authority for Electronic Media:
- Stevica Smederevac, at the proposal of the Ombudsman, Commissioner for Protection of Equality and the Commissioner for Information of Public Importance and Personal Data Protection, for a period of two years;
- Gordana Predic was not elected. - Dr Milan Petkovic, at the proposal of universities accredited in the Republic of Serbia, for a period of two years;
- Vanja Sibalic was not elected - Milos Garic, at the proposal of the association of electronic media publishers in the Republic of Serbia, for a period of two years;
- Jovana Vitez was not elected - Mileva Malesic, at the proposal of the association of journalists in the Republic of Serbia, for a period of four years;
- Djordje Vlajic was not elected - Ira Prodanov Krajisnik, at the proposal of the association of film, stage and drama artists and the association of composers in the Republic of Serbia, for a period of six years;
- Mladen Maticevic was not elected - Rodoljub Sabic, at the proposal of an association whose goals are to achieve freedom of expression, for a period of four years;
- Antonela Riha was not elected - Dubravka Valic Nedeljkovic , at the proposal of associations whose field of activity is freedom of expression, for a period of six years;
- Dusan Aleksic was not elected - Snezana Miljkovic , at the proposal of churches and religious communities, for a period of six years, - Mevljud Dudic was not elected
- while neither of the two candidates proposed by the national councils of national minorities received the necessary majority for election.

The National Assembly Speaker congratulated the members of the REM Council, on behalf of the MPs and on her own behalf, on their election and wished them success in their work.
On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ana Brnabic concluded the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025.
