Third Sitting of the Committee on Kosovo-Metohija

At its third sitting, held on 10 July 2025, the Committee on Kosovo-Metohija discussed exceptionally important and sensitive issues related to the life and position of the Serbian people in the Autonomous Province of Kosovo-Metohija, and after detailed discussion, accepted the Office for Kosovo and Metohija Activity Report for the period 1 January - 31 December 2024.


The Committee was informed by the competent state authorities about the current security situation in the Autonomous Province of Kosovo-Metohija from the aspect of threats to the security of the Serbian people, as well as about the progress of the Belgrade-Pristina Dialogue mediated by the European Union.

The Committee stressed with particular concern that the daily terror to which the Serbian people in Kosovo-Metohija are exposed by the Pristina authorities, who want to provoke conflicts and unrest with escalating moves, is aimed at expelling the Serbian people from the territory of the Autonomous Province of Kosovo-Metohija. Institutional violence against the Serbian people is carried out through numerous violations of fundamental human rights, unfounded arrests, staged court proceedings, as well as the unlawful closure of Serbian institutions. In the absence of the rule of law, Serbs in Kosovo-Metohija have been left without guarantees of a minimum of rights and fairness. The systematic expulsion of Serbs from Kosovo-Metohija is carried out almost daily, and in recent weeks, Serbs from our southern province, who are employed by the Ministry of Internal Affairs and carry out their work in the territory of central Serbia, have been particularly targeted. The Pristina authorities carried out their persecution and expulsion from their family homes without any legal procedure and in less than 24 hours, which violates the fundamental right to an effective legal remedy, and additionally, they are denied the right to family life in this way, along with numerous other violations of rights under international conventions. The Committee assessed that Kurti's laying of the foundation stone for the construction of two bridges on the Ibar River represents an illegal and violent act for the Serbs, which is deeply directed against the interests of the Serbian people in northern Kosovo-Metohija. The Committee noted that in the Belgrade-Pristina Dialogue, only the Serbian side expressed its commitment to dialogue, all with the aim of normalising relations and finding compromise solutions, protecting the interests of the Serbian people and advocating for the preservation of peace and stability in this region, emphasising the need for the urgent establishment of the Community of Serb Municipalities, which the Serbian people have been waiting for for 12 years. The Committee calls on representatives of the international community to exert the necessary pressure on the Provisional Institutions in Pristina to opt for a peaceful resolution of the problem within the framework of the dialogue in Brussels under the auspices of the European Union. The Committee also calls for an urgent response from the international community, including the EU, UNMIK, OSCE and the Council of Europe, to prevent the Provisional Institutions in Pristina from carrying out unilateral actions against the Serbian people in Kosovo-Metohija, the sole aim of which is to increase pressure and provoke the Serbian people, especially on the eve of local elections. The Committee provided full support to the Serb List as the only true fighter for the rights of the Serbian people in the province, as demonstrated by Pristina's efforts to take care of the Serb List in any way possible, especially through persecution and staged trials against the most prominent members of the Serb List.

The Committee believes that the international presence in the AP Kosovo-Metohija, in accordance with its mandate, is obliged to prevent unilateral actions by the Provisional Institutions in Pristina, which further undermine interethnic relations, security and the survival of the Serbian people in Kosovo-Metohija.

The Committee supported the efforts of the Office for Kosovo and Metohija and the state of Serbia, led by President Aleksandar Vucic, towards creating better conditions for the life and survival of the Serbian people in the Autonomous Province of Kosovo-Metohija, which is reflected in the payments of numerous financial benefits, social and other benefits such as a lunch allowance, the payment of 20,000 RSD to unemployed and socially vulnerable Serbs, the payment of full salaries to employees in illegally and forcibly closed Serbian institutions, as well as other types of assistance and support programmes.

The Committee sitting was attended by Dr Vladimir Orlic, Director of the Security Information Agency, Dr Petar Petkovic, Director of the Office for Kosovo and Metohija, and Marko Antic, Acting Director of the Office for Coordination of Affairs in the Process of Negotiation with the PISG in Pristina, as well as representatives of the Ministry of the Interior and the Ministry of Defence.
