At the sitting held on 18 March 2021, the members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications considered the Bill on the Confirmation of the Decision No 1/2019 of the ECAA Joint Committee of 31 July 2019 replacing Annex I to the ECAA Agreement between the European Community and its Member States, the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the Republic of Croatia, the former Yugoslav Republic of Macedonia, the Republic of Iceland, the Republic of Montenegro, the Kingdom of Norway, Romania, the Republic of Serbia and the United Nations Interim Administration Mission in Kosovo (Pursuant to UN Security Council Resolution 1244 of 10 June 1999) on the establishment of a European Common Aviation Area, submitted by the Government.
The Bill was presented by representatives of the relevant ministry who stressed that the Joint Committee held consultations in 2019 in order to revise Annex I to the ECAA Agreement, since the last formal amendment was made in 2008. The amendment decision was published in the "RS Official Gazette - International Agreements", No.12/10.
In the meantime, there have been significant changes to the EU regulations contained in Annex I to the ECAA Agreement essential for the proper implementation of the Agreement. Most of the amended regulations concern areas directly related to civil aviation. These changes were caused by the expansion and change of competencies of certain bodies of the European Union in the field of civil aviation, which inevitably reflected on the content of the regulations, as well as the obligations of the associated parties contained in the ECAA Agreement.
As the associated parties, Republic of Serbia included, can become part of the Common European Aviation Area only by the full implementation of applicable EU rules, it was necessary to revise Annex I to the ECAA Agreement, and this decision must be implemented and published it in their official gazette.
Following the presentation, the Committee unanimously adopted the Bill.
