Seventh Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, for Tuesday, 6 July 2021, starting at 10 am.


Before adopting the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Jahja Fehratovic, Elvira Kovacs, Djordje Milicevic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

National Assembly Speaker Ivica Dacic greeted the representatives of the Serbian National Council of North Macedonia who followed part of the session from the gallery of the Grand Hall.

The 226 MPs’ request to hold the session ascertained the following agenda:

  1. Bill amending and modifying the Law on Nature Conservation, submitted by the Government, (on 23 June 2021, MP Dr Aleksandar Martinovic informed the National Assembly, in writing, that item 1 - Bill amending and modifying the Law on Nature Conservation, was being withdrawn);
  2. Bill on the Confirmation of the Partnership, Trade and Cooperation Agreement between the Republic of Serbia and the United Kingdom of Great Britain and Northern Ireland, Joint Declaration relating to a Trilateral Approach to Rules of Origin and Joint Declaration on the connection between the Protocol on Ireland/Northern Ireland and the Partnership, Trade and Cooperation Agreement, submitted by the Government;
  3. Bill on the Confirmation of the Loan Agreement No.CRS 1020 01 Y between the French Development Agency and the Republic of Serbia for the realisation of the Urban Climate Change Resilience Programme, submitted by the Government;
  4. Bill on the Confirmation of the Loan Agreement No.CRS 1015 02 D between the French Development Agency and the Republic of Serbia for the Serbian Railway Sector Modernisation Project Phase 1, submitted by the Government;
  5. Bill on the Confirmation of the Loan Agreement (Public Sector Efficiency and Green Recovery Development Policy Loan) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
  6. Bill on the Confirmation of the Loan Agreement (Sava and Drina Corridors Integrated Development Programme Using the Multiphase Programmatic Approach) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
  7. Bill on the Confirmation of the Loan Agreement (Serbia Railway Sector Modernisation Project Using the Multiphase Programmatic Approach) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
  8. Bill on the Confirmation of the Gas Interconnector Nis-Dimitrovgrad-Bulgaria (Border) Finance Contract between the Republic of Serbia and the European Investment Bank, submitted by the Government;
  9. Bill on the Confirmation of the facility Agreement No.0020008959 relating to a senior unsecured term loan facility of up to EUR 431.685.732,79 UKEF guaranteed loan advances to finance the provision of certain constructions services by Bechtel Enka UK Limited, operating in Serbia through Bechtel Enka UK Limited Ogranak Beograd to Koridori Srbije d.o.o. Beograd in relation to the construction of the Infrastructure Corridor e-761 highway section Pojate-Preljina (the Morava Corridor) between the Republic of Serbia represented by the Government of the Republic of Serbia and acting by and through the Ministry of Finance as Borrower and J.P. MORGAN AG as Agent and JPMORGAN CHASE BANK, N.A., LONDON BRANCH as Arranger and JPMORGAN CHASE BANK, N.A., LONDON BRANCH as Original Lender, submitted by the Government;
  10. Proposal of the Decision on the election of court presidents, submitted by the High Judicial Council and
  11. Proposal of the Decision on the termination of office of President of the Misdemeanours Court in Zrenjanin, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.
National Assembly Speaker Ivica Dacic informed the MPs that on 23 June 2021, MP Dr Aleksandar Martinovic informed the National Assembly, in writing, that item 1 - Bill amending and modifying the Law on Nature Conservation, was being withdrawn from the agenda.

The National Assembly went on to accept the proposal of MP Dr Aleksandar Martinovic to complete a joint single debate on items 2 to 9 and a joint single debate on items 10 and 11 on the agenda.

The bills listed as items 2 to 9 on the agenda were presented by Minister of Finance Sinisa Mali and Minister of Trade, Tourism and Telecommunications Tatjana Matic.

The National Assembly commenced and by the end of the day concluded the joint single debate on items 2 to 9 on the agenda.


In the course of the workday, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Maja Grbic before the expiry of the term she was elected for, on the day she tendered her resignation.

On the second day of the proceedings, 7 July 2021, the National Assembly commenced the joint single debate on items 10 and 11 on the agenda – Proposal of the Decision on the election of court presidents, submitted by the High Judicial Council, and Proposal of the Decision on the termination of office of President of the Misdemeanours Court in Zrenjanin, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.

The decision proposals were presented by Deputy President of the High Judicial Council Zorana Delibasic and rapporteur of the Committee on the Judiciary, Public Administration and Local Self-Government Djordje Dabic as representatives of the submitters.

In the course of the proceedings, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 27 paragraph 5 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MP Dusan Maric, elected from the ALEKSANDAR VUCIC – FOR OUR CHILDREN Electoral List, after which the new MP took the oath of office.

By the end of the workday the National Assembly completed the joint single debate on items 10 and 11 on the agenda.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Deputy Speaker Dr Vladimir Orlic set Wednesday, 7 July 2021, as Voting Day on all the items on the agenda of the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 6 pm.

The National Assembly also adopted the Proposal of the Decision on the election of court presidents and the Proposal of the Decision on the termination of office of President of the Misdemeanours Court in Zrenjanin.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature.
