For the sitting, the National Assembly Speaker set an agenda bearing one item: Baroness Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, to address the National Assembly.

National Assembly Speaker Maja Gojkovic informed the MPs that the sitting was also attended by the Head of the European Union Delegation to Belgrade Michael Davenport, Director for Western Europe, Western Balkans and Turkey in the European External Action Service Fernando Gentilini, Prime Minister of the Republic of Serbia Aleksandar Vucic, ambassadors of European Union member states in Belgrade and representatives of the European Union Delegation to Belgrade.

After Baroness Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, had completed her address to the National Assembly, National Assembly Speaker Maja Gojkovic concluded the Second Special Sitting of the National Assembly of the Republic of Serbia in 2014.
