First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2023

The Speaker of the National Assembly of the Republic of Serbia Dr Vladimir Orlic convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2023 for Monday, 23 October 2023, starting at 9.30 am.


The sitting was opened to the sounds of the national anthem of the Republic of Serbia, “God of Justice”, performed by the mixed choir of the Artistic Ensemble of the Ministry of Defence “Stanislav Binicki”.

The National Assembly ascertained the following agenda:

  55. Proposal of the authentic interpretation of the provision of Article 243, paragraph 1, of the Law on Healthcare (“RS Official Gazette” no.25/19), submitted by the Committee on Constitutional and Legislative Issues;
  56. Proposal of the Decision on the appointment of members of the Election Campaign Supervisory Board, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
  57. List of Candidates for the election of president and members of the Republic Commission for Energy Networks, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy;
  58. Proposal of Candidates for the election of a member of the Council of the Anti-Corruption Agency, submitted by the Minister of Justice;
  59. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the People’s Party Parliamentary Group and
  60. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the People’s Movement of Serbia – Ecological Uprising – New Face of Serbia Parliamentary Group.

The MPs accepted the proposal of National Assembly Speaker Dr Vladimir Orlic to complete a joint debate in principle and single debate on items 1 to 60 on the agenda.

The National Assembly then commenced the joint debate in principle and single debate on all the items on the agenda. The bills were presented by Minister of Finance Sinisa Mali, Minister of Information Dr Mihailo Jovanovic, Minister of Culture Maja Gojkovic, Minister of Education Prof. Dr Slavica Djukic Dejanovic, Minister of Justice Maja Popovic, Minister of Public Administration and Local Self-Government Dr Aleksandar Martinovic, Minister of Agriculture, Forestry and Water Management Jelena Tanaskovic and Minister of Health Prof Dr Danica Grujicic as representatives of the submitter.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Sanja Lakic, elected from the “ALEKSANDAR VUCIC – TOGETHER WE CAN DO ANYTHING” Electoral List, before the expiry of the term she was elected for, on the day she tendered her resignation.

For the remainder of the day the MPs conducted and completed the joint debate in principle and single debate on all the items on the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2023.

On the second day of the proceedings, 24 October 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Jelena Jerinic, Zsombor Ujvari, Dr Djordje Miketic, Milija Miletic, Milovan Jakovljevic, Stefan Krkobabic, Slavica Radovanovic, Bojana Bukumirovic, Sinisa Kovacevic, Dr Dragana Rakic, MA Nenad Tomasevic and Aleksandar Markovic , requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to commence a debate in detail on the Republic of Serbia 2024 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2024 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2024 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2024 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2024 Financial Plan, submitted by the Government.

The National Assembly conducted the debate in detail on the first item on the agenda for the remainder of the day.

On the third day of the proceedings, 25 October 2023, the National Assembly continued and concluded the debate in detail on item 1 on the agenda - the Republic of Serbia 2024 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2024 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2024 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2024 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2024 Financial Plan, submitted by the Government.

In the course of the sitting, based on the Decree of the Republic Electoral Commission on the allocation of an MP’s term of office for the purpose of filling a vacant seat at the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 134 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MP Mladen Grujic, elected from Electoral List “ALEKSANDAR VUCIC – Together We Can Do Anything”.

The National Assembly proceeded to complete a debate on the remaining items on the agenda.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Speaker Dr Vladimir Orlic set Thursday, 26 October 2023, as Voting Day on all the items on the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2023, starting at 10 am.

On Voting Day, 26 October 2023, by 145 votes in favour, the National Assembly adopted the Republic of Serbia 2024 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2024 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2024 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2024 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2024 Financial Plan, submitted by the Government.

The National Assembly also adopted the Bill on Public Information in the Media, Bill on Electronic Media, Bill amending and modifying the Law on State Survey and Cadastre and the Bill amending and modifying the Law on the Registration Procedure with the Cadastre of Real Estate and Utilities, all submitted by the Government.

By majority vote, the MPs also adopted the Bill amending and modifying the Law on the Constitutional Court, Bill amending and modifying the Law on the Protection of the Right to a Trial within a Reasonable Time, Bill on the Republic of Serbia 2022 Budget Final Financial Statement, Bill amending and modifying the Law on the Fundamentals of the Education System, Bill amending and modifying the Law on Textbooks, Bill amending and modifying the Law on Secondary Education and Upbringing, Bill amending and modifying the Law on Primary Education and Upbringing, Bill amending and modifying the Law on the Fees for the Use of Public Goods and the Bill amending and modifying the Law on Employees in Autonomous Provinces and Local Self-Government Units, submitted by the Government.

The MPs also adopted the Proposal of the authentic interpretation of the provision of Article 243, paragraph 1, of the Law on Healthcare (“RS Official Gazette” no.25/19), submitted by the Committee on Constitutional and Legislative Issues; Proposal of the Decision on the appointment of members of the Election Campaign Supervisory Board, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government; List of Candidates for the election of president and members of the Republic Commission for Energy Networks, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy; Proposal of Candidates for the election of a member of the Council of the Anti-Corruption Agency, submitted by the Minister of Justice, as well as the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the People’s Party Parliamentary Group and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the People’s Movement of Serbia – Ecological Uprising – New Face of Serbia Parliamentary Group.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Dr Vladimir Orlic concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2023.
