Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2012

The Speaker of the National Assembly of the Republic of Serbia MA Nebojsa Stefanovic convened the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2012, for Tuesday, 23 October 2012, starting at 10 am.


The National Assembly Speaker set the following agenda:

1. Amnesty Bill,
2. Bill amending the Law on Personal Data Protection,
3. Migration Management Bill,
4. Bill amending and modifying the Law on Medicines and Medical Devices,
5. Bill on the Confirmation of the Guarantee Agreement (JSC Serbian Railways: Track Rehabilitation), between the Republic of Serbia and the European Bank for Rehabilitation and Development,
6. Bill on the Confirmation of the Guarantee Agreement (Subotica Water Systems Improvement Project) between the Republic of Serbia and the European Bank for Rehabilitation and Development,
7. Bill on the Confirmation of the Energy Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Italy, submitted by the Government;
8. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Georgia on Cooperation and Mutual Assistance in Customs Matters,
9. Proposal of the Decision on the Election of the Council of the Governor of the National Bank of Serbia, submitted by the Committee on Finance, State Budget and Control of Public Spending of the National Assembly,
10. Proposal of the Decision Granting Consent to the Statute of the Energy Agency of the Republic of Serbia, submitted by the Industry Committee of the National Assembly,
11. Bill Granting Guarantee by the Republic of Serbia in favour of OTP Bank Serbia a.d. Novi Sad, ''Volksbank'' a.d. Belgrade, Vojvodjanska banka a.d. Novi Sad, Societe Generale Bank Serbia a.d. Belgrade, UniCredit Bank Serbia a.d., Belgrade, Amsterdam Trade Bank Netherlands and Deutsche bank AG London against the debt of ''Srbijagas'' Public Enterprise Novi Sad.

At the beginning of the sitting, the heads i.e. authorised representatives of the parliamentary groups, MPs Sinisa Kovacevic, Aleksandra Jerkov, Ranka Savic, Ivan Karic, Mirko Cikiriz, Momir Stojanovic and Nedjo Jovanovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

By a majority of votes, the National Assembly decided to complete a joint single debate on items 5, 6, 7 and 8 on the agenda for the sitting and a joint single debate on items 9 and 10 on the agenda.

The National Assembly conducted and concluded a joint debate in principle on the Amnesty Bill, with Minster of Justice and Public Administration Nikola Selakovic giving the opening notes.

After recess, the National Assembly conducted and concluded a joint debate in principle on the Bill amending the Law on Personal Data Protection, submitted by MP Srdjan Mikovic.

The Chair, National Assembly Deputy Speaker Vesna Kovac, informed the MPs that the sitting will be adjourned for the purpose of holding the Third Sitting of the Second Regular Session of the National Assembly in 2012, convened for Wednesday, 24 October 2012, at 10 am.

The MPs will be informed about the continuation of the adjourned sitting at a later date.

On the second day of work, 30 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, Milos Aligrudic, Arpad Fremond, Olgica Batic, Vesna Milekic, Radmila Gerov, Ivan Jovanovic and Milanka Jevtovic Vukojicic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to commence a debate in principle on the Migration Management Bill, elaborated by Minister of Health Slavica Djukic Dejanovic, representative of the submitter.

Based on the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the terms of office of MPs Ana Sekulovic and Marija Blecic, before the expiry of the term they were elected for.

Based on the Decision of the Republic Electoral Commission on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the terms of office of MPs Radoslav Komlenovic, elected from the IVICA DACIC - SOCIALIST PARTY OF SERBIA (SPS), PARTY OF UNITED PENSIONERS OF SERBIA (PUPS), UNITED SERBIA (US) Electoral List, and Radmilo Kostic, elected from the LET’S GET SERBIA MOVING – TOMISLAV NIKOLIC Electoral List, who, having their terms of office verified, proceeded to take the oath of office.

By the end of the day, the National Assembly had completed the debate in principle on the Migration Management Bill and the Bill amending and modifying the Law on Medicines and Medical Devices, which was also elaborated by Minister of Health Slavica Djukic Dejanovic, representative of the submitter.

On the third day of the proceedings, 31 October, the National Assembly conducted a joint single debate on items 5, 6 and 8 on the agenda, since the Government had withdrawn the Bill on the Confirmation of the Energy Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Italy from procedure.

The National Assembly concluded the joint single debate on the Bill on the Confirmation of the Guarantee Agreement (JSC Serbian Railways: Track Rehabilitation), between the Republic of Serbia and the European Bank for Rehabilitation and Development, Bill on the Confirmation of the Guarantee Agreement (Subotica Water Systems Improvement Project) between the Republic of Serbia and the European Bank for Rehabilitation and Development and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Georgia on Cooperation and Mutual Assistance in Customs Matters.

The Chair, National Assembly Speaker MA Nebojsa Stefanovic, adjourned the Second Sitting of the Second Regular Session of the National Assembly in 2012 for the purpose of holding a new sitting, the Fourth Sitting of the Second Regular Session of the National Assembly, convened for Thursday, 1 November 2012.

The MPs will be duly informed about the continuation of the adjourned sitting.

On the fourth day of the proceedings, 6 November, at the beginning of the joint single debate on the decision proposals listed as items 9 and 10 on the agenda, the Chair, National Assembly Deputy Speaker Vesna Kovac, informed the MPs that the Committee on Finance, State Budget and Control of Public Spending had withdrawn the Proposal of the Decision on the Election of the Council of the Governor of the National Bank of Serbia and that the National Assembly would only be debating the Proposal of the Decision Granting Consent to the Statute of the Energy Agency of the Republic of Serbia.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Petar Kuntic, Judita Popovic, Milica Vojic-Markovic, Dr Predrag Mijatovic and Olgica Batic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Before recess, the National Assembly completed the debate on the Proposal of the Decision Granting Consent to the Statute of the Energy Agency of the Republic of Serbia.

In the continuation, the National Assembly completed a debate in principle on the Bill Granting Guarantee by the Republic of Serbia in favour of OTP Bank Serbia a.d. Novi Sad, ''Volksbank'' a.d. Belgrade, Vojvodjanska banka a.d. Novi Sad, Societe Generale Bank Serbia a.d. Belgrade, UniCredit Bank Serbia a.d., Belgrade, Amsterdam Trade Bank Netherlands and Deutsche bank AG London against the debt of ''Srbijagas'' Public Enterprise Novi Sad. The Bill was elaborated by the Deputy Prime Minister for European Integration, Suzana Grubjesic.

By the end of the day, the National Assembly had also completed a debate in detail on the Amnesty Bill.

At the beginning of the proceedings on the fifth day, 7 November, the Chair, National Assembly Speaker MA Nebojsa Stefanovic, informed the MPs that the amendments to the Bill amending the Law on Personal Data Protection had been withdrawn.

The National Assembly went on to complete a debate in detail on the Migration Management Bill, and the Chair, National Assembly Deputy Speaker Vesna Kovac, informed the MPs that the only amendment submitted to the Bill amending and modifying the Law on Medicines and Medical Devices had been withdrawn.

As the National Assembly had concluded the debate on all the items on the agenda for the Second Sitting of the Second Regular Session, National Assembly Speaker MA Nebojsa Stefanovic set Thursday, 8 November 2012, as Voting Day on the items on the agenda for the Second Sitting of the Second Regular Session of the National Assembly in 2012, starting at 11 am.

Voting Day

On Voting Day, 8 November 2012, by a majority of votes, the National Assembly adopted the Amnesty Bill, Bill amending the Law on Personal Data Protection, Migration Management Bill and the Bill amending and modifying the Law on Medicines and Medical Devices.
By a majority of votes, the National Assembly also adopted the Bill on the Confirmation of the Guarantee Agreement (JSC Serbian Railways: Track Rehabilitation), between the Republic of Serbia and the European Bank for Rehabilitation and Development, Bill on the Confirmation of the Guarantee Agreement (Subotica Water Systems Improvement Project) between the Republic of Serbia and the European Bank for Rehabilitation and Development, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Georgia on Cooperation and Mutual Assistance in Customs Matters.
The National Assembly did not adopt the Proposal of the Decision Granting Consent to the Statute of the Energy Agency of the Republic of Serbia.
By a majority of votes, the National Assembly also adopted the Bill Granting Guarantee by the Republic of Serbia in favour of OTP Bank Serbia a.d. Novi Sad, ''Volksbank'' a.d. Belgrade, Vojvodjanska banka a.d. Novi Sad, Societe Generale Bank Serbia a.d. Belgrade, UniCredit Bank Serbia a.d., Belgrade, Amsterdam Trade Bank Netherlands and Deutsche bank AG London against the debt of ''Srbijagas'' Public Enterprise Novi Sad.
On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.
As the National Assembly had completed the debate on all the items on the agenda and ruled on it, National Assembly Speaker MA Nebojsa Stefanovic, concluded the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2012.
