Gender Equality Committee Chairperson Receives PACE Rapporteur

Today, at the National Assembly House, the Chairperson of the Gender Equality Committee Dr Gordana Paunovic Milosavljevic received the rapporteur of the Council of Europe Parliamentary Assembly Committee on Equality and Non-Discrimination Jean-Charles Gardetto.

The Council of Europe rapporteur was interested in the Committee’s work, saying that his was a fact-finding visit in connection with the preparation of his report on gender equality in South-East European countries. He stated that as far as legislation is concerned, Serbia has made considerable progress in the sphere, but difficulties arise when it comes to implementation of said laws and discrepancies among them, as well as from the lack of funds and skilled staff who would work on promoting the position of women. He also said that Serbia has not ratified the Council of Europe Convention on preventing and combating violence against women and domestic violence, which it should do.
Gordana Paunovic Milosavljevic said that in 2008 Serbia adopted the National Strategy on the improvement of the position of women and promotion of gender equality and the Action Plan for its implementation, which contain the main goals to be achieved in the sphere. In the current legislature, the Gender Equality Committee mainly concentrated its efforts on legislative activities which resulted in the adoption of the Gender Equality Law in late 2009 and several other documents in the field. In addition, the Committee’s work focused on controlling and monitoring the implementation of laws relating to gender equality and organised numerous public hearings involving representatives of the executive, non-governmental and international organisations, as well as the expert public. The Committee Chairperson added that the amendments to the Law on the election of MPs stipulate that one in three persons on an electoral list should be a woman.
Rapporteur Gardetto pointed out the need for wider public debate on gender equality, better education of schoolchildren on the issue, as well as higher involvement of the media in promoting gender equality. Serbia needs to establish better indicators of progress in the sphere of gender equality and guidelines for employers to follow when hiring, said the Council of Europe PA rapporteur.
