Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2014

National Assembly Speaker Maja Gojkovic convened the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2014, for Monday, 26 May 2014, starting at 10 am.


The National Assembly adopted the following agenda:

1. Bill amending and modifying the Personal Income Tax Law, submitted by the Government;
2. Bill amending and modifying the Law on Contributions for Mandatory Social Security Insurance, submitted by the Government;
3. Bill on the Confirmation of the Loan Agreement between the Government of the Republic of Serbia as Borrower and the Government of the Emirate of Abu Dhabi (United Arab Emirates) as Creditor for a 1,000,000,000 USD Loan, submitted by the Government;
4. Bill on the Confirmation of the Loan Agreement between the Government of the Republic of Serbia and the Abu Dhabi Development Fund for the financing of Irrigation System Development – Stage 1, submitted by the Government;
5. Bill on the Confirmation of the Finance Agreement “Apex loan for small and medium enterprises and other priorities III/A” between the Republic of Serbia and the European Investment Bank and the National Bank of Serbia, submitted by the Government;
6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Mongolia on Mutual Visa Abolition, submitted by the Government;
7. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Lao People’s Democratic Republic on Visa Abolition for Diplomatic and Official Passport Holders, submitted by the Government;
8. Bill on the Confirmation of the Agreement between the Republic of Serbia and Montenegro on mutual representation and provision of consular protection and services in third countries, submitted by the Government;
9. Bill on the Confirmation of the Operative and Strategic Cooperation Agreement between the Republic of Serbia and the European Police Office, submitted by the Government;
10. Bill on the Confirmation of the Amendment to article 20, paragraph 1 of the Convention on the Elimination of All Forms of Discrimination against Women, submitted by the Government;
11. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group;
12. Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the League of Social Democrats of Vojvodina Parliamentary Group;

By a majority vote, the National Assembly accepted the proposal of Member of Parliament Dr Dijana Vukomanovic to complete a joint debate in principle on the bills listed as items 1 and 2 on the agenda, a joint single debate on the bills listed as items 3, 4 and 5 on the agenda and a joint single debate on the bills listed as items 6, 7, 8, 9 and 10 on the agenda for the sitting.

The National Assembly commenced a joint debate in principle on the Bill amending and modifying the Personal Income Tax Law and the Bill amending and modifying the Law on Contributions for Mandatory Social Security Insurance.

The bills were elaborated, on the behalf of the submitter, by Minister of Finance Lazar Krstic.

By the end of the day, the National Assembly had concluded the joint debate in principle on items 1 and 2 on the agenda.
On the second day of the proceedings, 27 May, the National Assembly conducted a joint single debate on the bills listed as items 3, 4 and 5 on the agenda.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Jugovic, Novica Toncev, Dubravka Filipovski, Velinka Tosic, Ivan Karic and Borislav Stefanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

In the morning part of the proceedings the National Assembly commenced the debate on the Bill on the Confirmation of the Loan Agreement between the Government of the Republic of Serbia as Borrower and the Government of the Emirate of Abu Dhabi (United Arab Emirates) as Creditor for a 1,000,000,000 USD Loan, Bill on the Confirmation of the Loan Agreement between the Government of the Republic of Serbia and the Abu Dhabi Development Fund for the financing of Irrigation System Development – Stage 1 and the Bill on the Confirmation of the Finance Agreement “Apex loan for small and medium enterprises and other priorities III/A” between the Republic of Serbia and the European Investment Bank and the National Bank of Serbia, which were elaborated, on the behalf of the submitter, by Minister of Finance Lazar Krstic.

By the end of the day the National Assembly concluded the joint single debate on the bills listed as items 3, 4 and 5 on the agenda.

On the third day of the proceedings, 28 May, the National Assembly commenced and, before recess, concluded a joint single debate on the bills listed as items 6, 7, 8, 9 and 10 on the agenda for the sitting.

The bills were elaborated, on the behalf of the submitter, by Minister of Agriculture and Environmental Protection Snezana Bogosavljevic Boskovic.

After recess, the National Assembly completed a debate in detail on the Bill amending and modifying the Personal Income Tax Law.

By the end of the day the National Assembly had commenced and conducted a debate in detail on the Bill amending and modifying the Law on Contributions for Mandatory Social Security Insurance.

The Chair, National Assembly Speaker Maja Gojkovic, informed the MPs that the Third Special Sitting of the National Assembly of the Republic of Serbia in 2014 would be held on Thursday, 29 May 2014, starting at 4 pm.

National Assembly Speaker Maja Gojkovic also informed them that the institute of parliamentary questions would be held on Thursday, 29 May 2014, as well, starting at 4.30 pm.

On the fourth day of the proceedings, 30 May, the National Assembly completed a debate in detail on the Bill amending and modifying the Law on Contributions for Mandatory Social Security Insurance.

In the course of the sitting, pursuant to article 168, paragraph 3 and 4 of the National Assembly Rules of Procedure, the MPs included the following items into the agenda for the sitting, by urgent procedure: Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the New Serbia Parliamentary Group and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

As the National Assembly had completed a single debate on all the decision proposals amending the decisions on the election of members and deputy members of the committees of the National Assembly, as well as the debate on all the items on the agenda, National Assembly Speaker Maja Gojkovic set Friday, 30 May 2014, as Voting Day on all the items on the agenda for the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 12.07 pm.

Voting Day

On Voting Day, 30 May, the National Assembly passed, by a majority vote, the Bill amending and modifying the Personal Income Tax Law, submitted by the Government and the Bill amending and modifying the Law on Contributions for Mandatory Social Security Insurance, submitted by the Government, which, as it was determined, have justified reasons to come into force earlier than the stipulated eight days since their publication in the “Official Gazette of the republic of Serbia”.

The National Assembly also adopted the Bill on the Confirmation of the Loan Agreement between the Government of the Republic of Serbia as Borrower and the Government of the Emirate of Abu Dhabi (United Arab Emirates) as Creditor for a 1,000,000,000 USD Loan, submitted by the Government, Bill on the Confirmation of the Loan Agreement between the Government of the Republic of Serbia and the Abu Dhabi Development Fund for the financing of Irrigation System Development – Stage 1, submitted by the Government, Bill on the Confirmation of the Finance Agreement “Apex loan for small and medium enterprises and other priorities III/A” between the Republic of Serbia and the European Investment Bank and the National Bank of Serbia, submitted by the Government, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Mongolia on Mutual Visa Abolition, submitted by the Government, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Lao People’s Democratic Republic on Visa Abolition for Diplomatic and Official Passport Holders, submitted by the Government.

On Voting Day, the National Assembly also passed the Bill on the Confirmation of the Agreement between the Republic of Serbia and Montenegro on mutual representation and provision of consular protection and services in third countries, submitted by the Government, Bill on the Confirmation of the Operative and Strategic Cooperation Agreement between the Republic of Serbia and the European Police Office, submitted by the Government, and the Bill on the Confirmation of the Amendment to article 20, paragraph 1 of the Convention on the Elimination of All Forms of Discrimination against Women, submitted by the Government.

The National Assembly also adopted the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group, and the Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the League of Social Democrats of Vojvodina Parliamentary Group, as well as the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the New Serbia Parliamentary Group and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2014.
