Forty-Fifth Sitting of the Legislative Committee

At the sitting held 28 April, the Legislative Committee discussed the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on the Conditions of Mutual Travel of Citizens of the Republic of Serbia and the Citizens of the Russian Federation, in principle.



At the sitting held 28 April, the Legislative Committee discussed the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on the Conditions of Mutual Travel of Citizens of the Republic of Serbia and the Citizens of the Russian Federation, in principle.

The Committee unanimously deemed that the Bill adheres to the Constitution and legal system of the Republic of Serbia. They also concluded that it is necessary to sign such an agreement with Turkey as well.

The Committee considered the amendments to the Bill amending and modifying the Republic of Serbia 2009 Budget Law, with its accompanying proposals of decisions granting consent to the decisions amending and modifying the financial plans for 2009 of: a) the Republic Fund for Pension and Disability Insurance of Employees, b) the Republic Health Insurance Agency, c) the National Employment Service, submitted by the Government. The Committee believes that the amendments which do not adhere to the Budget System Law should be rejected as incomplete, while all the other amendments submitted to the Bill were unanimously deemed legally feasible.

The amendments submitted to the Bills: amending and modifying the Law on Tax on Use, Possession and Carrying of Goods, amending and modifying the Personal Income Tax Law, amending and modifying the Excise Tax Law, amending and modifying the Court Fees Act, amending and modifying the Law on loan abeyance and write-off on grounds of mandatory health insurance contributions and on temporary cut in pay i.e. wages, net fees and other income in public administration and the public sector, were also discussed at the sitting.

Except for some amendments which were rejected as incomplete, the Committee deemed all the remaining amendments legally feasible.

The Committee members went on to consider the amendments to the Bills on: Foreign Trade Transactions, Standardisation, Technical Requirements for Products and Conformity Assessment, Tourism, Employment and Unemployment Insurance and Vocational Rehabilitation and Employment of Disabled Persons.

Except for some amendments which were rejected as incomplete, the Committee deemed the rest of the submitted amendments legally feasible.
