Forty-Fifth Sitting of the Justice and Administration Committee

At the sitting held on 16 March, the Justice and Administration Committee discussed the particulars of the Amnesty Bill.



At the sitting held on 16 March, the Justice and Administration Committee discussed the particulars of the Amnesty Bill. The Government accepted none of the 20 submitted amendments and the Committee did not endorse the amendments to the Amnesty Bill.

The Committee also considered the State Audit Institution’s recommendation to amend the Misdemeanors Law proposing an amendment to the provisions of article 76, paragraph 1 of the Misdemeanors Law to stipulate that misdemeanor proceedings cannot be initiated later than three years since the day the misdemeanor was committed. The Committee believes that it cannot endorse the State Audit Institution’s recommendation to extend the general limitations deadline considering that such a regulation would significantly alter the liability and misdemeanor prosecution policy set in the Misdemeanors Law as well as the system of punitive law because said limitations apply to all misdemeanors and all legal and physical entities.

The Committee concluded to inform the National Assembly of its view and the State Audit Institution’s recommendation.

The sitting was chaired by the Committee Chairman, Bosko Ristic.
