First Regular Sitting of the National Assembly of the Republic of Serbia in 2005

The Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened, at the request of 94 deputies, the First Regular Sitting of the National Assembly of the Republic of Serbia in 2005 for 10 a.


The Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened, at the request of 94 deputies, the First Regular Sitting of the National Assembly of the Republic of Serbia in 2005 for 10 a.m. on 18 January. The following agenda was set in the request for holding the sitting:

1. Fruit-Tree, Vine and Hops Seed Material Bill, proposed by the Government of the Republic of Serbia;

2. Railways Bill, proposed by the Government of the Republic of Serbia;

3. Postal Services Bill, proposed by the Government of the Republic of Serbia;

4. Mediation Bill, proposed by the Government of the Republic of Serbia;

5. Bill Amending and Modifying the Act on the Action Plan for the Harmonisation of Economic Systems of Member States of the State Union of Serbia and Montenegro in Order to Prevent and Remove Obstacles to the Free Movement of People, Goods, Services and Capital, proposed by the Government of the Republic of Serbia;

6. Bill Repealing the Act Establishing the Public Enterprise for Air Transport, proposed by the Government of the Republic of Serbia;

7. Labour Bill, proposed by the Government of the Republic of Serbia;

8. Family Bill, proposed by the Government of the Republic of Serbia;

9. Public Agencies Bill, proposed by the Government of the Republic of Serbia;

10. Bill Amending and Modifying the Act on the Securities and Other Financial Instruments Market, proposed by the Government of the Republic of Serbia;

11. Bill Amending and Modifying the Share Fund Act, proposed by the Government of the Republic of Serbia;

12. Bill Amending and Modifying the Privatisation Act, proposed by the Government of the Republic of Serbia;

13. Bill on the Regulation of Relations Between the Republic of Serbia and Banks in Liquidation Relating to Foreign Credits and/or Loans, proposed by the Government of the Republic of Serbia;

14. Articles of Association of the National Bank of Serbia, proposed by the National Bank of Serbia;

15. Financial Report of the Securities and Exchange Commission for 2003, with its associated Annual Financial Statement and the Authorised Auditor’s Report, proposed by the Securities and Exchange Commission;

16. Financial Plan of the Securities and Exchange Commission for 2004, proposed by the Securities and Exchange Commission;

17. Financial Plan of the Securities and Exchange Commission for 2005, proposed by the Securities and Exchange Commission;

18. Election of members of the Council of the Republic Broadcasting Agency from lists proposed by authorised bodies;

19. Election of members of the National Education Council;

20. Proposal of the Decision on Upholding the Immunity of Deputy Darko Glisic, proposed by the Administrative Committee;

21. Proposal of the Decision Designating Archival Material Kept at the Nikola Tesla Museum as the Nikola Tesla Personal Fund Cultural Heritage of Exceptional Interest, proposed by the Government of the Republic of Serbia;

22. Termination of office and appointment of judicial officials.

On the first day of the sitting (18 January), the National Assembly discussed the Fruit-Tree, Vine and Hops Seed Material Bill in principle and in particular. The Bill was presented by the Minister of Agriculture, Forestry and Water Management, Ivana Dulic-Markovic.

The Assembly went on to commence discussing the Railways Bill in principle. The Bill was presented by the Minister of Capital Investments, Velimir Ilic.

On the second day of the session (19 January), the National Assembly concluded debate in principle on the Railways Bill, and commenced discussing amendments submitted to the Bill.

On the third day of the session (24 January), the National Assembly concluded discussing the particulars of the Railways Bill.

The Assembly went on to discuss the Postal Services Bill in principle.

On the fourth day of the session (25 January), the National Assembly concluded discussing the particulars of the Postal Services Bill and commenced discussing the Mediation Bill in principle.

On the fifth day of the session (26 January), the National Assembly concluded discussion in principle and in particular on the Mediation Bill and the Bill Amending and Modifying the Act on the Action Plan for the Harmonisation of Economic Systems of Member States of the State Union of Serbia and Montenegro in Order to Prevent and Remove Obstacles to the Free Movement of People, Goods, Services and Capital.

On the sixth day of the session (31 January), the National Assembly discussed, in principle and in particular, the Bill Repealing the Act Establishing the Public Enterprise for Air Transport.

The National Assembly then went on to commence discussing the Labour Bill in principle.

On the seventh day of the session (1 February), the National Assembly concluded discussing the Labour Bill in principle and commenced discussing the particulars of the Bill.

On the ninth day of the session (3 February), the National Assembly continued discussing the particulars of the Labour Bill.

On the tenth day of the session (7 February), the National Assembly continued discussing the particulars of the Labour Bill.

On the eleventh day of the session (8 February), the National Assembly continued discussing the particulars of the Labour Bill.

On the twelfth day of the session (9 February), the National Assembly discussed the particulars of the Labour Bill.

On the thirteenth day of its session (10 February), the National Assembly concluded discussing the particulars of the Labour Bill and commenced discussing the Family Bill in principle.

On the fourteenth day of the session (11 February), the National Assembly continued discussing the Family Bill in principle.

On the fifteenth day of the session (16 February), the National Assembly concluded discussing the Family Bill and Public Agencies Bill in principle and in particular.

At the beginning of the sixteenth day of the session (17 February), Mr Markovic informed the deputies that the authorised representative of the submitters of the proposal for holding the session had, on their behalf, and having consulted with chairpersons of deputies’ groups, withdrawn from the agenda items 10, 11, 12, 13, 14, 15, 16, 17, 19, 20, 21 and 22.

The National Assembly then went on to hold joint discussion on the appointment of members of the Council of the Republic Broadcasting Agency from lists submitted by authorised bodies.

The National Assembly having discussed all items from the agenda, Mr Markovic set Voting Day immediately after conclusion of discussion.

On Voting Day, the National Assembly adopted, in their entirety, the Fruit-Tree, Vine and Hops Seed Material Bill, the Railways Bill, the Postal Services Bill, the Mediation Bill, the Bill Amending and Modifying the Act on the Action Plan for the Harmonisation of Economic Systems of Member States of the State Union of Serbia and Montenegro in Order to Prevent and Remove Obstacles to the Free Movement of People, Goods, Services and Capital, as well as the Bill Repealing the Act Establishing the Public Enterprise for Air Transport.

The National Assembly then went on to adopt, in their entirety, the Labour Bill, the Family Bill and the Public Agencies Bill.

The appointment of members of the Council of the Republic Broadcasting Agency from lists submitted by authorised bodies marked the conclusion of voting on all items from the agenda, after which Mr Markovic concluded the First Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2005.
