Fiftieth Sitting of the Committee on Science and Technological Development

At the fiftieth sitting chaired by Committee Chairman Srboljub Zivanovic, the Committee on Science and Technological Development reviewed the Information on the nostrification of university diplomas. The sitting was attended by Assistant Minister of Education and Science for higher education Prof. Dr Slobodan Jaukovic.


Milorad Buha, the committee member at whose initiative the Information on the nostrification of university diplomas was being reviewed pointed out that the Law on Higher Education sets neither a deadline for the nostrification not the cost of it which varies from faculty to faculty. The nostrification procedures last as long as a year even though the Lisbon Convention on the Recognition of Qualifications concerning Higher Education in the European Region sets a four-month deadline, stressed Buha.

Prof. Dr Slobodan Jaukovic, Assistant Minister of Education and Science, stressed that the nostrification of diplomas is done by the universities and faculties and is part of university autonomy. He declared the duration of the nostrification process the biggest problem which can be primarily attributed to an insufficient number of officers performing the task at the faculties. The duration of the nostrification process is a problem in the other European states as well and because of it, according to the Bologna Process, it was accepted that diplomas be recognised directly based on mutual trust between faculties. Prof. Dr Jaukovic took it upon himself to address the University rectors in writing with a recommendation that the diploma nostrification process be expedited.

In the debate on the subject, the Committee members and Ministry representative agreed that the new Law on Higher Education should normatively establish the duration of the recognition process for foreign university diplomas more precisely, as well as the cost of the process, but that at the same time the autonomy of the university should not be undermined.

At the end of the sitting the Committee members adopted a Conclusion that the new Law on Higher Education should regulate the process of nostrification of university diplomas better.
