57th Sitting of the European Integration Committee

At the sitting held on 3 April 2019, the European Integration Committee considered the Report on the National programme for adoption of the EU acquis (NPAA), for the fourth quarter of 2018.


The Report was presented by Assistant Minister of European Integration Ksenija Milenkovic who said that, though higher than the third quarter’s 13%, the last quarter’s 22% NPAA fulfilment should still have been higher. This makes the grand total 41% NPAA fulfilment for 2018 which is a relatively solid result, however, the Ministry would have liked the numbers to exceed 50% which is the target for 2019. Milenkovic said that said 41% cover all the obligations met in 2018, both those fulfilled according to plan, as well as the ones met as the year progressed. She went on to say that the Ministry had continued to consult with all relevant institutions and negotiation groups to promote the importance of meeting the assumed obligations. It had also undertaken steps to ensure a more efficient reporting on the administrative capacities for the European integration process, as will become evident in the Report for the first quarter of 2019, because the administrative capacities are becoming an open issue and a problem the European Commission keeps drawing attention to. Milenkovic added that the Ministry of Construction, Transport and Infrastructure was the institution with the best results in the fourth quarter of 2018, while the Ministry of Environmental Protection and the Ministry of Agriculture, Forestry and Water Management ranked lowest.

The Committee adopted the Report on the National programme for adoption of the EU acquis (NPAA), for the fourth quarter of 2018 by majority vote, without discussion.

The Committee went on to formulate and, by majority vote, adopt the text of the Draft Statement for the 15th Conference of the European Integration/Affairs Committees of States Participating in the Stabilisation and Association Process of the South-East Europe (COSAP), to be held on 14 and 15 April 2019 in Belgrade, which is to be forwarded to the delegations of the parliamentary committees with a deadline for amendments.

Committee Deputy Chairperson Elvira Kovacs informed the Committee members that all the delegations invited to the 15th COSAP had confirmed attendance, and the Committee members agreed that Dusica Stojkovic and Dubravka Filipovski should be the Committee rapporteurs to the two panels

The sitting was chaired by Committee Deputy Chairperson Elvira Kovacs, and attended by the following Committee members and deputy members: Vera Jovanovic, Dusica Stojkovic, MA Dejan Radenkovic, Dubravka Filipovski, Aleksandar Seselj, Tanja Tomasevic Damnjanovic, Haji Milorad Stosic, Krsto Janjusevic, Zvonimir Djokic and Dragan Sormaz.
