49th Sitting of the European Integration Committee

At the sitting held on 26 November 2018, the members of the European Integration Committee deliberate, in principle, on the Customs Bill, Bill amending and modifying the Law on Working Hours of Road Transport Vehicle Crew and Tachographs, Bill amending and modifying the Law on Patents and the Bill on Radiation and Nuclear Safety and Security.

The Customs Bill was presented by Snezana Karanovic, acting assistant minister at the Ministry of Finance, who said that the Bill needs to be passed in order to complete the harmonization with the EU Customs Law since the Republic of Serbia had recently opened Negotiations Chapter 29 – Customs union and the Draft Law got a green light from the European Commission.

The Bill regulates the general rules and procedures applied to goods brought in or out of the Serbian customs area. Its full application in the EU, since it requires the development of new IT systems and improvement of the existing ones, is scheduled for 31 December 2018.

The Bill amending and modifying the Law on Working Hours of Road Transport Vehicle Crew and Tachographs was presented by Desimir Desnica of the Ministry of Construction, Transport and Infrastructure who said that it improves overall road traffic safety and harmonizes the regulations with EU directives.

The Bill amending and modifying the Law on Patents was presented by Sasa Lazovic, assistant minister of technological development at the Ministry of Education, Science and Technological Development, who said that its main purpose is harmonization with EU directives and regulations.

The Bill on Radiation and Nuclear Safety and Security was presented by Branko Brajic, Assistant Director of the Serbian Radiation Protection and Nuclear Safety Agency, who said that its purpose is to introduce new standards of protection against ionizing radiation, nuclear and radiation safety and security, establish strict and comprehensive supervision of sources of ionizing radiation and nuclear facilities, radiation-related and nuclear activities and radioactive waste management. The new law is to aims to improve the level of health protection for the individual, population and the environment against the damaging effects of ionizing radiation and harmonize the national legislation with the EU acquis, said Brajic.

Following a constructive discussion, the Committee members proposed by majority vote, that the National Assembly accept the bills in principle.

The sitting was chaired by Committee Chairman Nenad Canak, and attended by the following Committee members and deputy members: Dusica Stojkovic, Milorad Haji Stosic, Gordana Comic, Vesna Markovic, Dragan Sormaz, Krsto Janjusevic, MA Dejan Radenkovic, Zvonimir Djokic, Vera Jovanovic and Dubravka Filipovski.
