47th Sitting of the European Integration Committee

At the sitting held on 29 October, the European Integration Committee considered, in principle, the Bill on Disaster Risk Reduction and Emergency Management, Bill on Critical Infrastructure, Bill on Testing, Stamping and Marking Firearms, Devices and Ammunition, Bill on Personal Data Protection and the Bill on Free Legal Aid.

Presenting the Bill on Disaster Risk Reduction and Emergency Management, the representative of the Ministry of Interior said it was part of the national programme for the adoption of the EU acquis and is planned to be passed in the fourth quarter of 2018. The harmonization is to be completed in stages and after it is passed the law will be forwarded to the European Commission for consideration. The Bill establishes a common civil protection mechanism and adjusts the law to the EU directive 2007/60 and decision 1313/213.

Following a debate, the Committee members accepted the Bill in principle by majority vote.

Presenting the Bill on Critical Infrastructure, the representative of the Ministry of Interior said it was a brand new law adjusted to one EU directive. The Bill concerns the establishment of a network of critical infrastructure in the Republic of Serbia i.e. supply systems such as the waterworks and heating systems, etc.

Following a debate, the Committee members accepted the Bill in principle.

Presenting the Bill on Testing, Stamping and Marking Firearms, Devices and Ammunition, the representative of the Ministry of Interior said it was the result of long and hard work and hopefully would resolve the slew of related problems. The Bill concerns the stamping of firearms produced in the Republic of Serbia and is adjusted to the so-called Brussels Convention which did not allow the export of firearms bearing the stamp of the Institute of Kragujevac which was the only one producing firearms since the times of former Yugoslavia. The Bill provides the legal framework to transform the Institute in to an Agency which makes Serbia eligible for CIP membership. The Bill also harmonizes the law with directive 447/91 - control of the acquisition and possession of firearms.

Following a debate, the Committee members accepted the Bill in principle.

The Bill on Personal Data Protection and the Bill on Free Legal Aid were presented by representatives of the Ministry of Justice.

The Bill on Personal Data Protection needs to be passed for the sake of harmonization with EU regulations since the one currently in force in Serbia was passed 10 years ago and the European Union had in the meantime amended the directives relating to personal data protection.

The Bill on Free Legal Aid is being passed after 10 years of preparation. It was planned by the Action plan for Chapter 23 and is an interim benchmark in the negotiations.

Following a debate, the Committee members accepted both bills in principle.

The sitting was chaired by Committee Deputy Chairperson Elvira Kovacs, and attended by the following Committee members and deputy members: Zvonimir Djokic, Vesna Markovic, Dubravka Filipovski, Dusica Stojkovic, Dragan Sormaz, Krsto Janjusevic, Dr Muamer Bacevac, Gordana Comic and Vera Jovanovic.
