3rd session of the Constitutional Commission’s Sub-committee on Basic Issues and Co-ordination

At the session held on 20 May, the Constitutional Commission’s Sub-committee on Basic Issues and Co-ordination discussed issues of a constitutional declaration and the structure of the constitution.


At the session held on 20 May, the Constitutional Commission’s Sub-committee on Basic Issues and Co-ordination discussed issues of a constitutional declaration and the structure of the constitution. The Sub-committee decided to propose to the Constitutional Commission that a constitutional declaration should not be composed, as well as that the constitution should, in principle, have the following structure:

- Preamble
- Basic Provisions or Basic Principles
- Human and Civic Rights and Liberties
- Social and Economic Ordering
- Form of Government or Organisation of (State) Government
- Territorial Organisation
- Guarantees of Constitutionality or Constitutionality and Legality or Rule of Law
- Making Changes to the Constitution
- Final Provisions
