26th Sitting of the Agriculture, Forestry and Water Management Committee

At the sitting held on 20 February 2018, the members of the Agriculture, Forestry and Water Management Committee considered the plan of IPARD public calls for 2018, plan of national support measures for agricultural producers, ban on fruit and vegetable export with a special focus on exports to the Russian Federation and activating the provisions of Serbia’s EU Stabilisation and Association Agreement.


Assistant Minister of Agriculture, Forestry and Water Management Zoran Janjatovic briefed the Committee members on the IPARD action plan, saying that the public call for IPARD incentives for investments into agricultural household physical property – the purchase of new mechanisation and equipment, issued on 25 December 2017, and the public call for the purchase of new tractors issued on 4 January 2018, are both due to close on 26 February. Janjatovic explained the significance of the Ministry’s cooperation with the Serbian Chamber of Commerce concerning IPARD measure 3, saying that the national measures include producers who are not using the IPARD programme and that expert services in the field provide support by dispensing information and through various trainings.

Ministry representative Radivoj Nadlacki said that certain measures (upper limit) are being introduced to improve direct payment measures, and Bojan Zivkovic of the Directorate for Agrarian Payments said that as regards the public calls for measure 1 so far, 62 applications have been submitted for the purchase of new tractors and 21 for the purchase of new mechanisation and equipment.

In the continuation the participants shared their experiences, problems and suggestions.

As regards the IPARD public calls for 2018, the Committee concluded that the funds should be used to their fullest and as regards the support plan for agricultural producers, national measures should be employed to make sure that the overdue obligations from 2017 be met.

The second item on the agenda was presented by Nebojsa Milosavljevic of the Plant Protection Directorate who said that the problems caused by the Russian Federation’s temporary ban on the import of pears from Serbia is being dealt with through an intensive day-to-day cooperation. The Committee concluded that in order to boost control and prevent a possible ban on the export of fruit and vegetables produced in Serbia onto the Russian market it is essential to consult with the Serbian institutions in charge of controlling the re-export of fruit and vegetables from EU member states onto the Russian market.

The Committee went on to conclude that consultation would be needed in the coming period to tackle any possible problems on the market in accordance with the Stabilisation and Association Agreement (articles 32 and 41).
