25th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature
At the request of the Government, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 25th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, for Tuesday, 18 February 2020, starting at 10 am.
- Bill on Staro Sajmiste Memorial, submitted by the Government;
- Bill on the Confirmation of the Loan Agreement (Serbia Accelerating Innovation and Growth Entrepreneurship Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
- Bill on the Confirmation of the Loan Agreement (Loan for Contracting Foreign Construction Project) for Construction of District Heating Pipeline Project Obrenovac – Novi Beograd, between the Export-Import Bank of China as the “Lender” and the Republic of Serbia Represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as the “Borrower”, submitted by the Government;
- Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Mutual Recognition of Qualified Trusted Services Provided in the Republic of Serbia and the Republic of North Macedonia, submitted by the Government;
- Bill on the Confirmation of the Free Trade Agreement between the Republic of Serbia of the One Part and the Eurasian Economic Union and its Member States, of the Other Part, submitted by the Government;
- Bill on the Confirmation of Additional Protocol 6 to the Free Trade Agreement on Amendment of and Accession to the Central European Free Trade Agreement, submitted by the Government;
- Bill amending and modifying the Law on Procedure for Registration into Real Estate and Power Lines Cadastre, submitted by MP Katarina Rakic.
The National Assembly accepted the proposal of MP Prof. Dr Vladimir Marinkovic to complete a joint single debate on the Bill on the Confirmation of the Loan Agreement (Serbia Accelerating Innovation and Growth Entrepreneurship Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, Bill on the Confirmation of the Loan Agreement (Loan for Contracting Foreign Construction Project) for Construction of District Heating Pipeline Project Obrenovac – Novi Beograd, between the Export-Import Bank of China as the “Lender” and the Republic of Serbia Represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as the “Borrower”, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Mutual Recognition of Qualified Trusted Services Provided in the Republic of Serbia and the Republic of North Macedonia, Bill on the Confirmation of the Free Trade Agreement between the Republic of Serbia of the One Part and the Eurasian Economic Union and its Member States, of the Other Part, and the Bill on the Confirmation of Additional Protocol 6 to the Free Trade Agreement on Amendment of and Accession to the Central European Free Trade Agreement.
The National Assembly also accepted the proposal of MP Dr Aleksandar Martinovic to amend the order of the items on the agenda and have the Bill amending and modifying the Law on Procedure for Registration into Real Estate and Power Lines Cadastre be considered as item 2 on the agenda.
The National Assembly then proceeded to commence a debate in principle on the Bill on Staro Sajmiste Memorial presented to the MPs by Minister of Culture and the Media Vladan Vukosavljevic.
On the second day of the proceedings, 19 February, the National Assembly commenced a debate in principle on the Bill amending and modifying the Law on Procedure for Registration into Real Estate and Power Lines Cadastre, submitted by MP Katarina Rakic.
The National Assembly completed the debate in principle on the Bill by the end of the day.
On the third day of the proceedings, 20 February, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Djordje Milicevic, Aleksandar Seselj, Miodrag Linta, Marijan Risticevic, Djordje Vukadinovic and Vladimir Djuric, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The bills were presented by Minister of Trade, Tourism and Telecommunications Rasim Ljajic and Minister of Finance Sinisa Mali.
On the fourth day of the proceedings, 21 February, the National Assembly commenced a debate in detail on the Bill on Staro Sajmiste Memorial and the Bill amending and modifying the Law on Procedure for Registration into Real Estate and Power Lines Cadastre.
By the end of the day the National Assembly had completed the debate in detail on items 1 and 2 on the agenda.
As the National Assembly had completed a debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic set Monday, 24 February, as Voting Day on all the items on the agenda of the 25th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, starting at 9.30 am.
On Voting Day, 24 February, before ruling on the items on the agenda of the 25th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, the MPs paid their respects to the late MP Vera Paunovic by a minute’s silence.
On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 25th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature.
