23rd Sitting of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction

At the sitting, held on 9 July, the members of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction reviewed the Ministry of Labour, Employment and Social Policy Activity Information for the period 1 March - 31 May 2013.


The Information was presented by Dragi Vidojevic, State Secretary at the Ministry of Labour, Employment and Social Policy, saying that the Ministry’s activity in said period was more dynamic than previously. Presenting the results achieved in the field of labour and employment, social welfare and family law, as well as military disabled welfare and the labour inspectorate, the state secretaries who took part in the Committee sitting, Zoran Martinovic and Negovan Stankovic, focused on the adopted laws and by-laws, as well as the legislative activity planned for the upcoming period.
In the debate, the Committee members deemed the Information detailed and instructive and that a lot had been achieved in the previous period. However, they drew attention to the slow implementation of some of the laws that have been passed, adding that by-laws are not passed fast enough, primarily such as rulebooks and directives without which there can be no efficient implementation of the legislation. The Committee members mostly focused on the Ministry’s normative activity in the upcoming period. They were especially interested in how far the work has progressed on the amendments and modifications to the Labour Law, Strike Law and reform of the pension and disability insurance. Concerning it, the Committee proposed to organise a public hearing in the fall, on the preparation of the amendments to the Labour Law and the Pension and Disability Insurance Law. The Ministry representatives announced that a public hearing would be organised on the Strike Law in July, and that the amendments and modifications to the Labour Law would enter assembly procedure by the end of the year. Following the debate, the Committee accepted the Information.
The Committee went on to consider the Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and Canada. The Committee ruled, by a majority of votes, to propose that the National Assembly accept the Bill.
