21st Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications
The 21st sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications was held on 27 July, in Arandjelovac, hotel Izvor, with the support of the United Nations Development Programme (UNDP) and Swiss Agency for Development and Cooperation (SDC).
Dr Milan Jankovic, Director of RATEL, and representatives of the Ministry of Foreign and Internal Trade and Telecommunications had presentations on 4D technologies.
RATEL Director Dr Milan Jankovic spoke of the Application Plan for Radio-Frequency Scopes in the Republic of Serbia and its content. Jankovic presented the electronic communication market in Serbia in 2012, the landline network, mobile networks, broadband approach and distribution of media content. He also spoke of the distribution of income in the electronic communication sector in 2012 and the ICT development index. The Committee members also had the opportunity to learn about the use of frequencies intended for public mobile communication and the perspectives for the further development of these technologies. Finally, Jankovic explained the Republic of Serbia’s need for a national broadband network and presented the innovations necessary to make designing such a network possible.
Assistant Minister Nebojsa Vasiljevic held the presentation on the behalf of the Ministry of Foreign and Internal Trade and Telecommunications. He gave an overview of the current situation as regards telecommunication, mobile telephony and the use of the Internet in Serbia, with a special focus on the development of mobile telecommunication. Vasiljevic also spoke of LTE and WiMAX services. As regards the introduction of 4G technologies in Serbia, Vasiljevic said that it necessitates a regulative framework, adding that a Directive on the confirmation of the Application Plan for Radio-Frequency Scopes was adopted in early October 2012, and the next step is to pass distribution plans which would define the requirements for the use of each frequency scope. The deadline for digitalisation is 17 June 2015, according to the assumed international obligations.
In the conclusion of the presentation, it was said that the new 4th generation mobile technologies such as LTE, perform better compared to the older ones and meet the users’ requirements as regards speed, data transfer and availability of various services.
The Committee members asked about the digitalisation process in Serbia and the capacities for meeting the set deadline, also discussing the issuance of licenses for non-commercial broadcasters.
