21st Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

The members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications who held a sitting outside of the National Assembly seat visited the construction site of the south branch of Corridor 10, section Nis to the border with FYRM (E75), the part going through Grdelica Canyon, 26.3 km in length.

What makes this arm of Corridor 10 especially challenging is the fact that the narrow passage plotted for the future highway already houses a II B state road, former regional road, international railway Belgrade-Nis, state border with FYRM, South Morava riverbed and a lot of technical infrastructure.

Zoran Babic, acting director of Corridor 10, as host, visited the construction site with the MPs, stopping at selected sections along the way. They first inspected the asphalt works at the first of six sections under construction, followed by touring the securing of several slopes, works on the left opening of tunnel Predejane 1km in length, niches for damaged vehicles where asphalt was being laid on the bypass. The MPs visited Predejane interchange where the bridge construction had entered its final stage, and this section has had 330 support beams installed. There they also inspected the extensive groundwork on the bulwark for the future highway and on the arms of the interchange itself. Highway E75 through Grdelica Canyon is to have 32 bridges, and the Committee members visited the construction work on two of them - Morava 2 and Vrla.

Having visited the construction site the Committee members held the 21st sitting in Krzince construction camp to review the Ministry of Construction, Transport and Infrastructure Activity Information April – June 2017.

The Activity Information was presented by Assistant Minister of Construction, Transport and Infrastructure Djordje Milic who briefed the Committee members on the Ministry’s legislative and normative activities concerning water, air, road and rail transportation in the reporting period.

Milic also informed the Committee on the project, bilateral and international activities realized in said period.

Assistant Minister Sasa Stojanovic spoke about the stage the work on Corridor 10 is in right now stressing that the Ministry of Construction, Transport and Infrastructure and Corridors Serbia had done all within their scope to resolve, among other things, legal matters concerning ownership, relocation of the population from the area, expropriation and all social aspects.

As the Assistant Minister said, what the contractors have to do is a good job within the set deadlines, and the Ministry, as the supervisory body, inspects their work in the field and checks all the project documents.

He went on to inform the Committee members about the infrastructural projects being negotiated at this time viz. sections Novi Sad-Ruma, Nis–Pristina, Pozega–Boljare and Pojate–Preljina.

Stojanovic said that the Ministry of Construction, Transport and Infrastructure has prepared a Draft Bill on Roads, which has already gone through public debate and covers the entire road network and categories. The Draft Law should resolve the flaws and irregularities noted in the implementation of the existing legislation and regulate in more detail the management, protection and maintenance of roads.

Following a debate the Committee members unanimously adopted the Ministry of Construction, Transport and Infrastructure Activity Information April – June 2017.

The Committee sitting outside of the National Assembly seat was held with the support of the United Nations Development Programme (UNDP) and the Swiss Agency for Development and Cooperation (SDC) via project “Strengthening the Oversight Role and Transparency of the National Assembly of the Republic of Serbia”.

The sitting was chaired by Committee Deputy Chairperson Stefana Miladinovic and attended by the following Committee members and deputy members: Dragan Vesovic, Krsto Janjusevic, Jasmina Karanac, Goran Kovacevic, Ivana Nikolic, Ognjen Pantovic, Vladimir Petkovic, Snezana B. Petrovic, Dalibor Radicevic and Ivana Stojiljkovic.
