15th Sitting of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction

At the sitting held on 19 March, the members of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction accepted the Ministry of Labour, Employment and Social Policy Activity Information for the period 1 December 2012 to 28 February 2013.


The Information was presented by Jovan Krkobabic, Deputy Prime Minister and Minister of Labour, Employment and Social Policy, and all the state secretaries. Presenting the results achieved in the spheres of labour and employment, social and family law protection, as well as veteran disability welfare and the labour inspectorate, the state secretaries focused on the adopted laws and by-laws, as well as the legislative activity planned for the upcoming period. In the reviewed period, a Working Group was formed to draft a new law on strikes and amendments and modifications to the Labour Law, a series of regulations were adopted which regulate, among other things, the salaries in social welfare bodies, and the 2013 National Action Plan of Employment was also passed. The Ministry had completed its work on the social welfare system rulebooks which introduce a quality system in accordance with the Social Welfare Law, and passed by-laws related to the Family Law, while a draft law on social entrepreneurship is in the works, and a Working Group for the drafting of the law on sign language had also been formed.
In the debate on the Ministry of Labour, Employment and Social Policy Activity Information the Committee members asked about social welfare payments in Kosovo-Metohija, reform of the pension fund, the announced new laws in the field and similar, after which they accepted the Information by a majority of votes.
The Committee members went on to unanimously adopt, in principle, the Bill amending and modifying the Law on Professional Rehabilitation and Employment of Persons with Disabilities, submitted by the Government. By a majority of votes, the Committee also adopted, in principle, the Bill amending and modifying the Labour Law, submitted by Member of Parliament Nebojsa Stefanovic.
The Committee members agreed to forward the responses the 10 civic petitions and proposals sent to the Committee, to the competent institutions and the submitters.
