At the sitting held on 21 December 2020, outside of the National Assembly seat in Novi Sad, the members of the Committee on Finance, State Budget and Control of Public Spending considered the following three items on the agenda:
- Presentation of the Audit Report on the Consolidated Financial Reports of the Annual Financial Statement of the Autonomous Province of Vojvodina 2019 Budget;
- Presentation of recommendations and effects of the work of the State Audit Institution - methodological framework and results in 2019 - Sector 5 and
- Adoption of the Decision amending the Decision on the Establishment of the Subcommittee for the Consideration of Reports on Audits Conducted by the State Audit Institution.
At the beginning of the session, the Speaker of the Assembly of the Autonomous Province of Vojvodina Istvan Pasztor and the President of the Provincial Government Igor Mirovic gave a welcoming speech.
The Speaker of the Assembly of the Autonomous Province of Vojvodina Istvan Pasztor said he was very pleased that expressed satisfaction that the Committee on Finance, State Budget and Control of Public Spending is holding the sitting in the Assembly of Vojvodina where the the Audit Report on the Consolidated Financial Reports of the Annual Financial Statement of the Autonomous Province of Vojvodina 2019 Budget is to be presented as it shows that Vojvodina is in the lead in this sphere with its efficiency and approach.
"With a positive report, we put an end to the question of whether everything was done according to the law in Vojvodina. I would also like to thank the State Audit Institution for the suggestions that we sometimes accepted with heavy hearts, but we did accept them, and I consider this success to be the credit of our joint efforts”, Pasztor said.
The President of the Provincial Government Igor Mirovic emphasized that it is very important to "be accountable" to the elected MPs and that the State Auditor's Report is, in fact, "showing our accountability" to the people.
"It is about people's funds, the citizen’s funds, and perhaps the most important task for the Provincial Government and for all of you is to find an answer to the question of whether and how we spent the people's money in an objective, professional and comprehensive way", said Mirovic.
Presenting the Audit Report on the Consolidated Financial Reports of the Annual Financial Statement of the Autonomous Province of Vojvodina 2019 Budget, DRI Council President Dr Dusko Pejovic said that the DRI had given a positive assessment of the provincial budget’s financial reports twice in a row, stressing that it was the first time that the institution has, since its establishment, given such an appraisal of a budget control financial report.
"All the direct beneficiaries of the AP Vojvodina budget operated according to the law and received a positive opinion from the State Audit Institution", said Pejovic.
The recommendations and effects of the work of the State Audit Institution - methodological framework and results in 2019 - Sector were presented by Supreme State Auditor Ivica Gavrilovic.
At the end of the sitting, the Committee passed the Decision amending the Decision on the Establishment of the Subcommittee for the Consideration of Reports on Audits Conducted by the State Audit Institution. Vojislav Vujic and Ljiljana Kuzmanovic Vujakovic were elected to replace the previous Subcommittee members Marija Jovanovic and Marina Ragus.
The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic, and attended by the following Committee members and deputy members: Veroljub Arsic, Nikola Jolovic, Dusko Tarbuk, Olivera Pesic, Sonja Vlahovic, Goran Kovacevic, Ana Carapic, Vojislav Vujic and Milorad Mijatovic.
The committee sitting outside of the National Assembly seat was held with the support of project “Strengthening Parliamentary Democracy and Inclusive Political Dialogue” conducted by the United Nations Development Programme (UNDP) with the support of the Switzerland.
