155th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 10 December 2015, the Committee on Constitutional and Legislative Issues reviewed the amendments submitted to the bills on the agenda for the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015


To the Republic of Serbia 2016 Budget Bill, with its accompanying Proposal of the Decision granting consent to the Republic Pension and Disability Insurance Fund 2016 Financial Plan, Proposal of the Decision granting consent to the Republic Health Insurance Fund 2016 Financial Plan, Proposal of the Decision granting consent to the National Employment Service 2016 Financial Plan and the Proposal of the Decision granting consent to the Fund for Social Insurance of Military Insured 2016 Financial Plan, the MPs had submitted 220 amendments. The Committee found 19 of the amendments not to comply with the Constitution and the legal system of the Republic of Serbia. The remaining amendments were found to be compliant with the Constitution and the legal system of the Republic of Serbia.

The Committee found all 23 of the amendments submitted to the Bill amending and modifying the Budget System Law compliant with the Constitution and the legal system of the Republic of Serbia.

The Committee found the amendment submitted by MP Milan Petric to Article 3 of the Bill amending and modifying the Excise Tax Law, not to comply with the Constitution and the legal system of the Republic of Serbia. The Committee members found the remaining 52 amendments to be compliant with the Constitution and the legal system of the Republic of Serbia.

The Committee found all eight of the amendments submitted to the Bill amending the Law on the Constitutional Court found to be compliant with the Constitution and the legal system of the Republic of Serbia. At the same time the Committee members decided to propose that the National Assembly not accept the amendments submitted to the Bill.

The Committee found all 27 of the amendments submitted to the Bill amending the Law on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building Permit for the Realisation of Project “Belgrade Waterfront”, compliant with the Constitution and the legal system of the Republic of Serbia.

All 57 of the amendments submitted to the Bill amending and modifying the Law on Stimulation of Agriculture and Rural Development were found to be compliant with the Constitution and the legal system of the Republic of Serbia.

The MPs had submitted 11 amendments to the Bill modifying the Law on Public Media Services, and the Committee found all of them to be compliant with the Constitution and the legal system of the Republic of Serbia.

The sitting was attended by Committee members Svetislav Vukmirica, Petar Petrovic, Prof. Dr Zarko Obradovic, Nedjo Jovanovic, Mirko Cikiriz, Tanja Tomasevic Damnjanovic, Gordana Comic and Dragan Polovina and Committee deputy members Jelisaveta Pribojac, Jasmina Obradovic and Dr Vesna Simic.

The sitting was chaired by Committee Chairman Dr Aleksandar Martinovic.
