Twenty-Seventh Sitting of the Youth and Sports Committee

At the sitting held on 26 May, the members of the Youth and Sports Committee reviewed the opinions and suggestions of the participants in the public debate on the Draft Law on Youth on which they were briefed by representatives of the Ministry of Youth and Sport.


The third stage of the drafting of the Draft Law included a public debate which was held from 29 November to 18 December 2010 at six roundtables in Serbian towns. 224 people took part in the debate making 91 comments, and the Ministry put up an e-questionnaire on its website which received additional 21 comments mostly from members of the civil sector and citizens. Most comments pertained to the criteria of representativity of the youth alliance, financing, national youth council, requirements for opening youth offices on the local level, difference between youth activities and youth work, informal education of young people, employment as well as career guidance and counseling.

In the debate, the Committee members exchanged opinions and requested additional explanations regarding youth work and activities, reasons why the Ministry decided that the National Youth Council should be a Government advisory body and not like the other national councils a body elected by the National Assembly and the manner foreseen for opening youth offices at the local level. They also deemed that the Draft was not followed by an adequate media campaign, and expressed fear that the implementation of the law after its adoption will be impeded by the provisions of the Law on Associations.

The Committee members went on to agree to accept the NDI initiative to hold a public hearing on EU youth policy on which it shall rule subsequently. They also accepted the initiative of the German Bundestag, green parliamentary group, to play a football match in Belgrade with a National Assembly team in September of this year, and reached a provisional agreement to hold one of the subsequent Committee sittings in Nis between 13 and 18 June when they would play a football match and talk with local self-government representatives about the handball tournament to be held next year in Nis.
