Tijana Davidovac at 14th UN Congress on Crime Prevention and Criminal Justice

MP Tijana Davidovac, member of the standing delegation of the National Assembly of the Republic of Serbia to the Parliamentary Assembly of the Mediterranean, took part in the 14th UN Congress on Crime Prevention and Criminal Justice. Davidovac addressed the Congress on behalf of the Parliamentary Assembly of the Mediterranean.


Davidovac highlighted the importance of prevention in the fight against terrorism, emphasising that it is in the first place recidivism. She believes that the recent terrorist attacks in the UK and Vienna speak in favour of this thesis, reminding the attending that the perpetrator of the terrorist attack in Vienna had previously been convicted for trying to join the Islamic State in Syria. That is why she considers it necessary to introduce measures, through national legislation, that would set the framework for an adequate response to the threat of recidivism. She also spoke of the challenge of balancing the monitoring measures against persons who had served a prison sentence for these crimes, constitutional norms and fundamental freedoms guaranteed to each individual. She believes that long-term solutions such as deradicalisation and rehabilitation programmes should be evaluated based on lessons learned, countries’ successful experiences and best practices, and that international organisations and specialised agencies can also provide support to countries.

She also pointed out that the Parliamentary Assembly of the Mediterranean is a unique forum where national experiences are exchanged in order to provide an adequate response to common challenges, including terrorism, and that the Parliamentary Assembly of the Mediterranean works closely with the UN. She expressed confidence that the cooperation of the Parliamentary Assembly of the Mediterranean with relevant UN agencies will be successful in the future and that it will enable further synergy between the parliamentarians’ activities and global efforts for the prevention of terrorism and all types of crime.
