Thirty-Ninth Sitting of the Committee on Kosovo-Metohija

The thirty-ninth sitting of the Committee on Kosovo-Metohija was not continued on 16 December either as Committee Chairman Ljubomir Kragovic once again noted the lack of appropriate working conditions because neither the Minister for Kosovo-Metohija Goran Bogdanovic nor the head of the negotiating team Borislav Stefanovic were in attendance.


The Committee sitting, scheduled to discuss the results of the dialogue between Belgrade and Pristina and the agreements reached on 21 and 22 November 2011, started on 28 and was continued on 29 November and 5, 9 and 13 December. On 16 December, the Committee Chairman read two memos informing the Committee members that the Minister for Kosovo-Metohija and head of the negotiating team were unable to attend the continuation of the Committee sitting and that the Government still has not discussed the agreements on university diplomas and administrative crossings at its sittings and was so unable to submit the requested reports in writing.

The Committee members agreed that the Committee Chairman should write to e Prime Minister Mirko Cvetkovic and request information about when the Government would discuss the agreements with Pristina and submit a report on the reached agreements. They also accepted the suggestion to invite representatives of Serbs from Kosovo-Metohija to the continuation of the Committee sitting.

The sitting was scheduled for 28 November so that the Committee might be informed on the results of the last round of negotiations in Brussels, but, because of the most recent events in the north of the Province, the beginning of the sitting has been postponed twice, and the agenda was expanded to include the information on the events in Jagnjenica where conflicts with the local populace ensued after KFOR had forcibly removed the barricades. Minister for Kosovo-Metohija Goran Bogdanovic submitted a report on it to the Committee members and attending MPs. He informed the Committee of the new developments and pointed out the danger of escalating conflicts which was why he called upon the members of the international community and KFOR to resolve the issue by peaceful dialogue, and the Serbs not to fall for provocations.

Following a two-hour discussion, Committee Chairman Ljubomir Kragovic adjourned the sitting because, as he said, the Committee members had not received a written report on the last round of negotiations between Belgrade and Pristina.

In the continuation, on 29 November, the sitting was again adjourned because there were no grounds for discussion as the Committee had not received a written report on the results of the dialogue so far, and neither the head of the negotiating team nor representatives of the Ministry for Kosovo-Metohija were in attendance.

The Committee sitting was continued on 5, 9 and 13 December, but even the fifth attempt to discuss the results of the dialogue between Belgrade and Pristina and the reached agreements had failed.
