Thirty-Eighth Sitting of the Committee on Kosovo-Metohija

At the sitting held on 18 November the members of the Committee on Kosovo-Metohija reviewed two reports on the dialogue with the provisional institutions of self-government in Pristina held on 2 September 2011 and the agreements reached regarding customs stamps and cadastre, as well as the Information on the current course of the dialogue with the provisional institutions of self-government in Pristina and the agreements reached regarding registry books and freedom of movement.


The Committee sitting, chaired by Committee Chairman Ljubomir Kragovic, was attended by the head of the Negotiating Team for dialogue with Pristina Borislav Stefanovic, Minister for Kosovo-Metohija Goran Bogdanovic and state secretaries at the Ministry for Kosovo-Metohija Zvonimir Stevic and Oliver Ivanovic, as well as representatives of the four municipalities in the north of Kosovo and the head of the Kosovska Mitrovica District.

The debate on the agreements the Belgrade Negotiating Team reached with Pristina as regards the cadastre, registry books and freedom of movement gave voice to a number of objections and criticisms. The Committee members who live in Kosovo-Metohija said that they find the agreements unacceptable as they lead to the recognition of Kosovo’s independence and threaten the survival of Serbs in the province. They find the proposal of integrated management of the administrative crossings particularly unacceptable as that would mean the establishment of Kosovo institutions. The Committee members deemed the agreements harmful as they leave the Serbs from the north with no citizenship, ID or driver’s license, they institute borders at the administrative crossings and accept Kosovo customs officers and border services. The representatives of the Serbian municipalities from the north of Kosovo said that they find the application of the agreements reached in Brussels unacceptable, particularly the proposed solution for the administrative crossings. They requested support to continue their struggle for survival in Kosovo stressing that Serbs from the north of the province do not wish to prevent Serbia from pursuing the road to integration, but neither do they want to allow Kosovo to be the price of Serbia’s EU accession.

Head of the Negotiating Team Borislav Stefanovic again emphasised the importance of dialogue and implementation of the Brussels agreements saying that all the Brussels agreements would be carried out. He stressed that the Serbian Government has the support of the Serbs in Kosovo-Metohija and that Belgrade would never recognise the independence of Kosovo, nor assist the establishment of Kosovo institutions and that the Serbian Government’s only goal is to find the best solutions to keep Serbs in Kosovo in their homes and with Serbian institutions. Stefanovic announced that any agreement the Negotiating Team reaches with Pristina is first presented to the Government which then forwards it to the National Assembly, adding that the Negotiating Team would continue to consult Serbs in Kosovo.
