Third Special Sitting of the National Assembly of the Republic of Serbia, 13th Legislature

The Speaker of the National Assembly of the Republic of Serbia Dr Vladimir Orlic convened the Third Special Sitting of the National Assembly of the Republic of Serbia in its 13th legislature for Thursday, 2 February 2023, starting at 10 am.


The following one-item agenda was set for the sitting:

  1. Report on the process of negotiation with the Provisional Institutions of Self-Government in Pristina in the period 15 June 2021 – 1 September 2022, submitted by the Government.
Before moving onto the agenda the National Assembly Speaker asked the MPs to pay respects to the late MP Jelisaveta Veljkovic with a minute’s silence.

The Report on the process of negotiation with the Provisional Institutions of Self-Government in Pristina in the period 15 June 2021 – 1 September 2022 was presented by the President of the Republic of Serbia Aleksandar Vucic.

The sitting was attended by the Director of the Office for Kosovo-Metohija Petar Petkovic, Acting Director of the Office for Coordination of Affairs in the Negotiation Process with the Provisional Institutions of Self-Government in Pristina Milan Ravic, as well as representatives of the Presidency of the Serbian List, elected and institutional representatives of the Serbian people, representatives of the provisional institutions, heads of the administrative districts in Kosovo-Metohija, persons wounded in the recent attacks in Kosovo-Metohija Milos Stojanovic, Nikola Nedeljkovic, Srdjan Petrovic, Predrag Pantic and Srecko Sofronijevic, and representatives of the associations of the kidnapped, missing and killed from the territory of Kosovo-Metohija.

The MPs conducted a debate on the only item on the agenda for the remainder of the day.

On the second day of the proceedings, 3 February 2023, the National Assembly continued the debate on the Report on the process of negotiation with the Provisional Institutions of Self-Government in Pristina in the period 15 June 2021 – 1 September 2022, submitted by the Government.

The sitting was attended by the President of the Republic of Serbia Aleksandar Vucic who took part in the debate on the Report.

As the National Assembly had completed the debate on the Report on the process of negotiation with the Provisional Institutions of Self-Government in Pristina in the period 15 June 2021 – 1 September 2022, by the end of the day, National Assembly Speaker Dr Vladimir Orlic set Friday, 3 February 2023, as Voting Day on the only item on the agenda of the Third Special Sitting of the National Assembly of the Republic of Serbia, 13th Legislature, starting at 9.50 pm.

Voting Day

On Voting Day, 3 February 2023, the National Assembly adopted the Report on the process of negotiation with the Provisional Institutions of Self-Government in Pristina in the period 15 June 2021 – 1 September 2022, submitted by the Government.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on the only item on the agenda and ruled on it, National Assembly Speaker Dr Vladimir Orlic concluded the Third Special Sitting of the National Assembly of the Republic of Serbia, 13th Legislature.
