Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018, for Tuesday, 30 October 2018, starting at 10 am.


Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Miroslav Aleksic, Jovan Jovanovic, Olena Papuga, Marija Janjusevic, Djordje Vukadinovic, Dr Ana Stevanovic, Tatjana Macura, Balsa Bozovic, Marijan Risticevic, Ivana Dinic and Prof. Dr Marko Atlagic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly ascertained the following agenda:

  1. Bill on Disaster Risk Reduction and Emergency Management, submitted by the Government;
  2. Bill amending and modifying the Law on Prevention of Violence and Misbehaviour at Sports Events, submitted by the Government;
  3. Bill amending and modifying the Law on Police, submitted by the Government;
  4. Bill amending and modifying the Law on Road Traffic Safety, submitted by the Government;
  5. Bill amending and modifying the Law on Detective Activity, submitted by the Government;
  6. Bill amending and modifying the Law on Private Security, submitted by the Government;
  7. Bill amending the Law on Fire Protection, submitted by the Government;
  8. Bill on Critical Infrastructure, submitted by the Government;
  9. Bill on Testing, Stamping and Marking Firearms, Devices and Ammunition, submitted by the Government;
  10. Bill on Volunteer Firefighting, submitted by the Government;
  11. Bill amending the Law on Organization of Courts, submitted by the Government;
  12. Bill amending the Civil Procedure Law, submitted by the Government;
  13. Bill on Personal Data Protection, submitted by the Government;
  14. Bill amending and modifying the Law on Execution of Non-Custodial Sanctions and Measures, submitted by the Government;
  15. Bill on Free Legal Aid, submitted by the Government;
  16. Bill on Lobbying, submitted by the Government;
  17. Bill amending the Law Verification of Signatures, Manuscripts and Transcripts, submitted by the Government;
  18. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
  19. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
  20. Proposal of the Decision on the election of Deputy Public Prosecutor, submitted by the State Prosecutorial Council;
  21. Proposal of the Decision on the election of Deputy Public Prosecutor, submitted by the State Prosecutorial Council;
  22. Proposal of the Decision on the termination of office of President of the Higher Court in Belgrade, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
  23. Proposal of the Decision on the termination of office of President of the Misdemeanour Court in Nis, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
  24. Proposal of the Decision on the termination of office of President of the Third Basic Court in Belgrade, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
  25. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 – 24 on the agenda.

On the second day of the proceedings, 31 October, the National Assembly commenced the joint debate in principle and single debate on items 1 – 24 on the agenda.

The bills were presented by Deputy Prime Minister and Minister of Interior Dr Nebojsa Stefanovic and Minister of Justice Nela Kuburovic, as representatives of the submitter.

On the third day of the proceedings, 2 November, the National Assembly continued and completed the joint debate in principle and single debate on items 1 – 24 on the agenda.

The National Assembly also completed a single debate on item 25.

On the fourth day of the proceedings, 5 November, the National Assembly commenced and for the rest of the day conducted a debate in detail on the Bill on Disaster Risk Reduction and Emergency Management

On the fifth day of the proceedings, 6 November, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Sanda Raskovic Ivic, Prof. Dr Vojislav Seselj, Fatmir Hasani, Olena Papuga, Milija Miletic, Dr Muamer Bacevac, Zoran Zivkovic, Dr Aleksandra Jerkov, Bosko Obradovic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to continue the debate in detail on the Bill on Disaster Risk Reduction and Emergency Management.

National Assembly Speaker Maja Gojkovic greeted, on the behalf of the MPs and herself, the Minister of Foreign Affairs and International Cooperation of the Union of Comoros Mohamed El-Amine Souef and delegation, who watched part of the sitting from the gallery of the Grand Hall.

The National Assembly conducted the debate in detail on the Bill on Disaster Risk Reduction and Emergency Management for the remainder of the day.

On the sixth day of the proceedings, 7 November, the National Assembly continued the debate in detail on the Bill on Disaster Risk Reduction and Emergency Management.

National Assembly Speaker Maja Gojkovic greeted, on the behalf of the MPs and herself, the young diplomats from African, Asian, Latin American and the Caribbean countries which had not recognized the independence of Kosovo-Metohija, currently in official visit to the Republic of Serbia, who watched part of the sitting from the gallery of the Grand Hall.

By the end of the day the National Assembly had completed a debate in detail on items 1 – 24 on the agenda.

As the National Assembly had completed a debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic set Friday, 9 November, as Voting Day on all the items on the agenda for the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018, starting at 10 am.

Voting Day

On Voting Day, 9 November, the National Assembly passed, by majority vote, the Bill on Disaster Risk Reduction and Emergency Management, Bill amending and modifying the Law on Prevention of Violence and Misbehaviour at Sports Events, Bill amending and modifying the Law on Police, Bill amending and modifying the Law on Road Traffic Safety, Bill amending and modifying the Law on Detective Activity, Bill amending and modifying the Law on Private Security, Bill amending the Law on Fire Protection, Bill on Critical Infrastructure, Bill on Testing, Stamping and Marking Firearms, Devices and Ammunition, and the Bill on Volunteer Firefighting.

The MPs also passed the Bill amending the Law on Organization of Courts, Bill amending the Civil Procedure Law, Bill on Personal Data Protection, Bill amending and modifying the Law on Execution of Non-Custodial Sanctions and Measures, Bill on Free Legal Aid, Bill on Lobbying and the Bill amending the Law Verification of Signatures, Manuscripts and Transcripts.

The MPs also adopted the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council, except for the proposal that Dara Todorovic be elected judge of the Basic Court in Prokuplje.

The National Assembly also adopted the Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council, and the Proposal of the Decision on the election of Deputy Public Prosecutor, submitted by the State Prosecutorial Council.

By majority vote, the National Assembly adopted the Proposal of the Decision on the election of Deputy Public Prosecutor, submitted by the State Prosecutorial Council, except for the proposal that Marko Markovic be elected Deputy Public Prosecutor at the Basic Public Prosecutor’s Office in Ruma and Mikica Karic be elected Deputy Public Prosecutor at the Basic Public Prosecutor’s Office in Krusevac.

The MPs also adopted the following: Proposal of the Decision on the termination of office of President of the Higher Court in Belgrade, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government, Proposal of the Decision on the termination of office of President of the Misdemeanour Court in Nis, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government, Proposal of the Decision on the termination of office of President of the Third Basic Court in Belgrade, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Veroljub Arsic concluded the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018.
