Third Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature

At the request of 106 MPs, the Speaker of the National Assembly of the Republic of Serbia Dr Vladimir Orlic convened the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature for Tuesday, 20 May 2023, starting at 3 pm.


Before ascertaining the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Usame Zukorlic, Radomir Lazovic, Rozalia Okresz, MA Ivan Kostic, Danijela Nestorovic, Bojana Bukumirovic, MA Nenad Tomasevic, Djordjo Djordjic, Miodrag Gavrilovic, Borislav Novakovic, Ratko Nikolic and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The following agenda was set for the sitting:

  1. Report on the Supervision of Programmes of Commercial Media Service Providers for the period October 2022 – the end of March 2023 with a special focus on the reporting of violence in television programmes, submitted by the Regulatory Authority for Electronic Media, accompanied by a Culture and Information Committee Conclusion Proposal;
  2. Proposal of the Decision on the establishment of a Board of Inquiry to determine the facts and circumstances that led to the mass murders in the "Vladislav Ribnikar" Elementary School and on the territory of Smederevo and Mladenovac - in Malo Orasje and Dubona, to determine the omissions in the exercise of competence and take appropriate actions, to determine the responsibility of the authorities persons and propose measures, submitted by MP Radomir Lazovic, and
  3. Motion for a vote of no confidence in a Government member, Minister of the Interior of the Republic of Serbia Bratislav Gasic, submitted by 61 MPs.
The MPs commenced and for the remainder of the day conducted the single debate on item 1 on the agenda - Report on the Supervision of Programmes of Commercial Media Service Providers for the period October 2022 – the end of March 2023 with a special focus on the reporting of violence in television programmes, submitted by the Regulatory Authority for Electronic Media, accompanied by a Culture and Information Committee Conclusion Proposal, presented on behalf of the submitters by the Deputy Chairman of the Culture and Information Committee Nebojsa Bakarec.

On the second day of the proceedings, 31 May 2023, the National Assembly conducted the single debate on item 1 on the agenda - Report on the Supervision of Programmes of Commercial Media Service Providers for the period October 2022 – the end of March 2023 with a special focus on the reporting of violence in television programmes, submitted by the Regulatory Authority for Electronic Media, accompanied by a Culture and Information Committee Conclusion Proposal, presented on behalf of the submitters by the Deputy Chairman of the Culture and Information Committee Nebojsa Bakarec.

On the third day of the proceedings, 1 June 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Doc. Dr Biljana Djordjevic, Borko Puskic, Marija Jevdjic, Nikola Nesic, Marko Ristic, Dr Zoran Lutovac, Slavica Radovanovic, Miloratka Bojovic, Jelena Milosevic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued and for the remainder of the day conducted the debate on item 1 on the agenda - Report on the Supervision of Programmes of Commercial Media Service Providers for the period October 2022 – the end of March 2023 with a special focus on the reporting of violence in television programmes, submitted by the Regulatory Authority for Electronic Media, accompanied by a Culture and Information Committee Conclusion Proposal of 17 May 2023.

On the fourth day of the proceedings, 6 June 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Robert Kozma, Danijela Nestorovic, Radmila Vasic, Dejan Manic, Bojana Bukumirovic, Tatjana Manojlovic, Slavica Radovanovic, Marija Vojinovic, Dalibor Jekic and Andrijana Avramov, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and concluded the single debate on item 1 on the agenda.

The National Assembly then commenced and for the remainder of the day conducted the single debate on item 2 on the agenda - Proposal of the Decision on the establishment of a Board of Inquiry to determine the facts and circumstances that led to the mass murders in the "Vladislav Ribnikar" Elementary School and on the territory of Smederevo and Mladenovac - in Malo Orasje and Dubona, to determine the omissions in the exercise of competence and take appropriate actions, to determine the responsibility of the authorities persons and propose measures, submitted by MP Radomir Lazovic.

On the fifth day of the proceedings, 7 June 2023, the National Assembly continued and for the remainder of the day conducted the single debate on item 2 on the agenda of the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature

On the sixth day of the proceedings, 8 June 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Djordje Pavicevic, MA Ivan Kostic, Dr Muamer Bacevac, Dr Jelena Kalajadzic, Zivota Starcevic, Strahinja Erac, Djordje Stankovic, Nebojsa Novakovic, Zoran Stojanovic, Zeljko Veselinovic and Prof. Dr Dragoljub Ackovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued and for the remainder of the day conducted the single debate on item 2 on the agenda of the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature

On the seventh day of the proceedings, 13 June 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Robert Kozma, Usame Zukorlic, Prof. Dr Tamara Milenkovic Kerkovic, Aleksandar Jovanovic, Strahinja Erac, Dr Nenad Mitrovic, Sinisa Kovacevic, Branko Vukajlovic, Marinika Tepic, Sanja Calovic and Milimir Vujadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and concluded the single debate on item 2 on the agenda.

On the eighth day of the proceedings, 14 June 2023, National Assembly Speaker Dr Vladimir Orlic noted that the electronic voting system has ascertained that there are 78 MPs present in the hall, that is the lack of the minimum of 84 MPs needed to commence the National Assembly session, which is why, pursuant to Article 88 Of the Rules of Procedure, the session was postponed for the next day.

On the ninth day of the proceedings, 15 June 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Djordje Pavicevic, Milija Miletic, Milovan Jakovljevic, Marko Ristic, Srdjan Milivojevic, Prof. Dr Vladeta Jankovic, Miloratka Bojovic, Slavisa Ristic, Radovan Arezina and Dubravka Filipovski, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced the single debate on item 2 on the agenda - Motion for a vote of no confidence in a Government member, Minister of the Interior of the Republic of Serbia Bratislav Gasic, presented by MP Miroslav Aleksic as representative of the submitters.

The session was attended by Prime Minister Ana Brnabic and Minister of the Interior Bratislav Gasic.

For the remainder of the day, the National Assembly conducted the single debate on item 3 on the agenda.

On the tenth day of the proceedings, 21 June 2023, the National Assembly continued and for the remainder of the day conducted the single debate on item 3 on the agenda - Motion for a vote of no confidence in a Government member, Minister of the Interior of the Republic of Serbia Bratislav Gasic.

On the eleventh day of the proceedings, 22 June 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Rozalia Okresz, Robert Kozma, Usame Zukorlic, Bosko Obradovic, Dr Djordje Miketic, Marko Ristic, Dr Muamer Bacevac, Prof. Dr Branimir Jovancicevic, Borislav Novakovic, MA Nenad Tomasevic, Djordjo Djordjic, Snezana Paunovic and Nebojsa Bakarec, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to continue the single debate on item 3 on the agenda.

In the course of the proceedings, the National Assembly accepted the proposal to include into the agenda under urgent procedure the Motion to discharge a member of the government, submitted by Prime Minister Ana Brnabic on 22 June 2023.

On the twelfth day of the proceedings, 27 June 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Jelena Jerinic, MA Akos Ujhelyi, Radmila Vasic, Zaim Redzepovc, MA Djordje Miketic, Dragana Miljanic, Nebojsa Novakovic, Djordje Stankovic, Zoran Sandic, Marinika Tepic, Dr Vesna Ivkovic and Miodrag Linta, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued and for the remainder of the day conducted the single debate on item 3 on the agenda.

On the thirteenth day of the proceedings, 29 June 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Doc. On the fourteenth day of the proceedings, 4 July 2023, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Djordje Pavicevic, Milija Miletic, Stefan Krkobabic, MAr Ivan Kostic, Dr Djordje Miketic, Marko Ristic, Dr Zoran Lutovac, Marina Lipovac Tanaskovic, Gorica Gajic, Jelena Milosevic, Dragovan Milinkovic and Nikola Radosavljevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued and for the remainder of the day conducted the single debate on item 3 on the agenda.

On the fifteenth day of the proceedings, 5 July 2023, the National Assembly continued and completed the single debate on the Motion for a vote of no confidence in a Government member, Minister of the Interior of the Republic of Serbia Bratislav Gasic, submitted by 61 MPs.

As the National Assembly had completed the debate on item 3 on the agenda, pursuant to Article 218, paragraph 4 of the National Assembly Rules of Procedure, according to which Voting Day on a Motion for a vote of no confidence in a Government member may be set immediately after the debate on it is completed, National Assembly Speaker Dr Vladimir Orlic set Wednesday, 5 July 2023, as Voting Day on item 3 on the agenda of the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature, starting at 5 pm.

Voting Day on item 3 on the agenda

On Voting Day, 5 July 2023, the National Assembly did not vote in favour of the motion of no confidence in a Government member, Minister of the Interior of the Republic of Serbia Bratislav Gasic.

On the sixteenth day of the proceedings, 10 July 2023, the National Assembly commenced the single debate on item 4 on the agenda - Motion to discharge Government member Rade Basta, submitted by Prime Minister Ana Brnabic.

The session was attended by Government members Minister without portfolio in charge of coordinating activities and measures in the field of relations between the Republic of Serbia and the diaspora Djordje Milicevic and Minister of Labour, Employment, Veteran and Social Affairs Nikola Selakovic, who presented the motion.

In the course of the proceedings, pursuant to articles 132 and 133 of the Law on Election of MPs, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Nenad A. Mitrovic before the expiry of the term he was elected for.

On the seventeenth day of the proceedings, 11 July 2023, based on the Decree of the Republic Electoral Commission on the allocation of an MP’s term of office for the purpose of filling a vacant seat at the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to articles 134 and 135 of the Law on Election of MPs, noted the verification of the term of office of MP Ljubomir Maric, elected from Electoral List “ALEKSANDAR VUCIC – Together We Can Do Anything”, who subsequently took the oath of office.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Jelena Jerinic, Radmila Vasic, Milija Miletic, Dr Jelena Kalajdzic, Dragana Miljanic, Sanja Miladinovic, Vojislav Mihailovic, Tatjana Pasic, Dr Mirka Lukic Sarkanovic and Milimir Vujadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued and in the course of the day concluded the single debate on item 4 on the agenda

As the National Assembly had completed the debate on all the items on the agenda, and having previously voted on item 3, the Chair, National Assembly Speaker Dr Vladimir Orlic set Tuesday, 11 July 2023, as Voting Day on items 1, 2 and 4 on the agenda of the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature, starting at 5 pm.

The National Assembly Speaker also set a Voting Day on the Report on the security situation in the Republic of Serbia in the wake of the mass murders in the "Vladislav Ribnikar" Elementary School in Belgrade and in the area of Smederevo and Mladenovac - in Malo Orasje and Dubona, submitted by the Government of the Republic of Serbia and discussed at the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2023, to be held after the completed vote on items 1, 2 and 4 on the agenda of the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature.

Voting Day

On Voting Day, 11 July 2023, the National Assembly adopted the Report on the Supervision of Programmes of Commercial Media Service Providers for the period October 2022 – the end of March 2023 with a special focus on the reporting of violence in television programmes, submitted by the Regulatory Authority for Electronic Media, accompanied by a Culture and Information Committee Conclusion Proposal, by majority vote.

The MPs also adopted, by majority vote, the Proposal of the Decision on the establishment of a Board of Inquiry to determine the facts and circumstances that led to the mass murders in the "Vladislav Ribnikar" Elementary School and on the territory of Smederevo and Mladenovac - in Malo Orasje and Dubona, to determine the omissions in the exercise of competence and take appropriate actions, to determine the responsibility of the authorities persons and propose measures, submitted by MP Radomir Lazovic.

The National Assembly went on to adopt the Motion to discharge a member of the government, submitted by Prime Minister Ana Brnabic.

The MPs then adopted the Report on the security situation in the Republic of Serbia in the wake of the mass murders in the "Vladislav Ribnikar" Elementary School in Belgrade and in the area of Smederevo and Mladenovac - in Malo Orasje and Dubona, submitted by the Government of the Republic of Serbia and discussed at the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2023.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Dr Vladimir Orlic concluded the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 13th Legislature.
