Tenth Extraordinary Session of the National Assembly in 2012

At the request of the Government, National Assembly Deputy Speaker Vesna Kovac convened the Tenth Extraordinary Session of the National Assembly of the Republic of Serbia in 2012, for Tuesday, 25 September 2012, starting at 2 pm.


The request to hold the session specifies the following agenda:

1. Bill amending and modifying the Law on Higher Education,
2. Bill on the Confirmation of the Agreement on mutual recognition of driver’s licenses between the Government of the Republic of Serbia and the Government of the Republic of Italy,
3. Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Republic of Slovakia,
4. Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Republic of Austria and
5. Bill on the Confirmation of the Agreement between the Republic of Serbia and Bosnia and Herzegovina on mutual representation and provision of consular protection and services in third countries.

By a majority of votes, the National Assembly accepted the proposal of MP Djordje Milicevic to complete a joint single debate on items 2 through 5 on the agenda for the session.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Sinisa Kovacevic, Bojan Djuric and Aleksandar Jugovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

For the rest of the day, the National Assembly conducted and concluded the joint debate in principle on the Bill amending and modifying the Law on Higher Education, which Minister of Education, Science and Technological Development, Prof. Dr Zarko Obradovic, representative of the submitter, elaborated for the MPs.

On the second day of work, 26 September, the National Assembly completed a joint single debate on the bills on the Confirmation of the Agreement on mutual recognition of driver’s licenses between the Government of the Republic of Serbia and the Government of the Republic of Italy, on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Republic of Slovakia, on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Republic of Austria and on the Confirmation of the Agreement between the Republic of Serbia and Bosnia and Herzegovina on mutual representation and provision of consular protection and services in third countries.

On the third day of work, 27 September, the National Assembly conducted and concluded a debate in detail on the Bill amending and modifying the Law on Higher Education.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Zika Gojkovic, Vesna Milekic, Neven Cveticanin, Miroslav Markicevic, Zoran Ostojic, Predrag Markovic, Sanda Raskovic Ivic, Miroslav Petronijevic, Maja Gojkovic and Miodrag Stojkovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Based on the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Nenad Canak, before the expiry of the term he was elected for.

As the National Assembly had concluded the debate in principle and in detail on all the items on the agenda for the Tenth Extraordinary Session, the Chair, National Assembly Deputy Speaker Vesna Kovac, set Thursday, 27 September 2012, as Voting Day on the items on the agenda for the Tenth Extraordinary Session of the National Assembly in 2012, starting at 7:10 pm.

Voting Day

On Voting Day, 27 September 2012, by a majority of votes, the National Assembly adopted the Bill amending and modifying the Law on Higher Education, Bill on the Confirmation of the Agreement on mutual recognition of driver’s licenses between the Government of the Republic of Serbia and the Government of the Republic of Italy, Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Republic of Slovakia, Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Republic of Austria and Bill on the Confirmation of the Agreement between the Republic of Serbia and Bosnia and Herzegovina on mutual representation and provision of consular protection and services in third countries.

As the National Assembly had completed the discussion on all the items on the agenda for the session and ruled on them, National Assembly Speaker MA Nebojsa Stefanovic concluded the Tenth Extraordinary Session of the National Assembly of the Republic of Serbia in 2012.
