Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2011

The Speaker of the National Assembly of the Republic of Serbia Prof. Dr Slavica Djukic Dejanovic convened the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2011 for Monday, 26 December 2011, starting at 12 pm.


The National Assembly set the following agenda:

1. Bill on the 2012 Budget of the Republic of Serbia, with its accompanying proposals of decisions granting consent to the 2012 financial plans of:

1) the Republic Fund for Pension and Disability Insurance,

2) the Republic Health Insurance Fund,

3) the National Employment Service, submitted by the Government;

2. Bill amending and modifying the Budget System Law, submitted by the Government;

3. Bill amending and modifying the Excise Tax Law, submitted by the Government;

4. Bill amending and modifying the Legal Entity Profit Tax Law, submitted by the Government;

5. Bill amending and modifying the Law on Mandatory Social Insurance Contributions, submitted by the Government;

6. Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;

7. Bill amending and modifying the Law on Mandatory Traffic Insurance, submitted by the Government;

8. Bill modifying the Law on Public Roads, submitted by the Government;

9. Bill amending and modifying the Road Traffic Safety Law, submitted by the Government;

10. Bill amending and modifying the Law on Environmental Protection Fund, submitted by the Government;

11. Bill amending and modifying the Criminal Procedure Code, submitted by the Government;

12. Bill amending the Law on Organisation of Courts, submitted by the Government;

13. Bill amending the Law on Public Prosecution, submitted by the Government;

14. Bill modifying the Law on Court Fees, submitted by the Government;

15. Proposal of the Decision on termination of office of a High Judicial Council Member, submitted by the National Assembly’s Justice and Administration Committee and

16. Proposal of the Decision on the creation of a Commission to monitor the execution of the National Action Plan for the implementation of United Nations Security Council Resolution 1325 – Women, Peace and Security in the Republic of Serbia (2010-2015), submitted by MP Gordana Comic.


The National Assembly accepted the proposal of MP Gordana Comic to complete a joint debate in principle and unified debate on items 1 to 10 and a joint debate in principle and unified debate on items 11, 12, 13, 14 and 15 on the agenda for the sitting.

In the morning part of the proceedings, the National Assembly commenced the joint debate in principle and unified debate on items 1 to 10 on the agenda for the sitting, elaborated on the behalf of the submitter by Prime Minister and Minister of Finance Mirko Cvetkovic.

By the end of the first day the National Assembly had completed the joint debate in principle and unified debate on items 1 to 10 on the agenda for the sitting.


On the second day of work 27 December, the National Assembly conducted a joint debate in principle and unified debate on the Bill amending and modifying the Criminal Procedure Code, Bill amending the Law on Organisation of Courts, Bill amending the Law on Public Prosecution, Bill modifying the Law on Court Fees and the Proposal of the Decision on termination of office of a High Judicial Council Member. The Bills were elaborated by Minister of Justice Snezana Malovic.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Riza Halimi, Bojan Djuric, Vladimir Milentijevic, Zlata Djeric, Jorgovanka Tabakovic, Boris Aleksic and Nada Kolundzija requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

The Chair, National Assembly Deputy Speaker Gordana Comic greeted the guests, students and professors of the Faculty of Law of the University of Belgrade, who observed part of the sitting from the gallery of the Grand Hall.

By the en of the day, the National Assembly had completed the joint debate in principle and unified debate on items 11 to 15 on the agenda. It also completed a unified debate on the Proposal of the Decision on the creation of a Commission to monitor the execution of the National Action Plan for the implementation of United Nations Security Council Resolution 1325 – Women, Peace and Security in the Republic of Serbia (2010-2015), submitted and elaborated at the sitting by MP Gordana Comic.

On the third day of work 28 December, the National Assembly completed a debate in detail on the Bill on the 2012 Budget of the Republic of Serbia, with its accompanying proposals of decisions granting consent to the 2012 financial plans.

The National Assembly went on to complete a debate in detail on the Bills accompanying the 2012 budget - amending and modifying the Budget System Law, Excise Tax Law, Legal Entity Profit Tax Law, Law on Mandatory Social Insurance Contributions, Law on Tax Procedure and Tax Administration.

By the end of the day the National Assembly had conducted and completed a debate in detail on the Bills amending and modifying the Law on Mandatory Traffic Insurance, modifying the Law on Public Roads, amending and modifying the Road Traffic Safety Law and amending and modifying the Law on Environmental Protection Fund.

On the fourth day of work 29 December, the National Assembly conducted a debate in detail on the Bill amending and modifying the Criminal Procedure Code.

At the beginning of the proceedings, MPs Zoran Ostojic, Velimir Milentijevic, Suzana Grubjesic, Marina Toman and Miroslav Markicevic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

Before recess, the National Assembly completed a debate in detail on the Bills amending the Law on Organisation of Courts, amending the Law on Public Prosecution and modifying the Law on Court Fees.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic Dejanovic set Thursday, 29 December 2011, as Voting Day on the items on the agenda for the Sixth Sitting of the Second Regular Session of the National Assembly in 2011, starting at 7 pm.


Voting Day


On Voting Day, the National Assembly adopted the Bill on the 2012 Budget of the Republic of Serbia, with its accompanying proposals of decisions granting consent to the 2012 financial plans of: 1) the Republic Fund for Pension and Disability Insurance, 2) the Republic Health Insurance Fund, 3) the National Employment Service, by 128 votes.

The National Assembly also adopted the Bill amending and modifying the Budget System Law, Bill amending and modifying the Excise Tax Law, Bill amending and modifying the Legal Entity Profit Tax Law, Bill amending and modifying the Law on Mandatory Social Insurance Contributions, Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Law on Mandatory Traffic Insurance, Bill modifying the Law on Public Roads, Bill amending and modifying the Road Traffic Safety Law, Bill amending and modifying the Law on Environmental Protection Fund, Bill amending and modifying the Criminal Procedure Code, Bill amending the Law on Organisation of Courts, Bill amending the Law on Public Prosecution and the Bill modifying the Law on Court Fees.

In the continuation, the National Assembly did not adopt the Proposal of the Decision on termination of office of a High Judicial Council Member, while it adopted the Proposal of the Decision on the creation of a Commission to monitor the execution of the National Action Plan for the implementation of United Nations Security Council Resolution 1325 – Women, Peace and Security in the Republic of Serbia (2010-2015), by a majority of votes.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the articles of the National Assembly Rules of Procedure had been violated.

As the National Assembly had completed the discussion on all the items on the agenda for the sitting and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic Dejanovic concluded the Sixth Sitting of the Second Regular Session of the National Assembly in 2011 and wished the citizens of Serbia happy holidays on the behalf of the MPs.

After the sitting had been completed, VOX SLAVICUM, mixed chamber choir from Belgrade, performed the national anthem of the Republic of Serbia, thus concluding the Second Regular Session of the National Assembly in 2011.
