Sixth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2019

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Sixth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2019, for Wednesday, 22 May, starting at 10 am.


The National Assembly adopted the following agenda:

  1. Bill amending and modifying the Law on the Capital City, submitted by the Government;
  2. Proposal of the Decision on the termination of office of presidents of courts of general and special jurisdiction in the Republic of Serbia, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
  3. Proposal of the Decision on the termination of office of President of the Misdemeanour Court in Krusevac, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
  4. Proposal of the Decision on the termination of office of President of the Basic Court in Pirot , submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint single debate on items 2, 3 and 4 on the agenda.

The National Assembly then commenced a debate in principle on the Bill amending and modifying the Law on the Capital City, presented by Minister of Public Administration and Local Self-Government Branko Ruzic as representative of the submitter.

By the end of the day, the National Assembly had completed the debate in principle on item 1 on the agenda.

On the second day of the proceedings, 23 May, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Natasa Sp. Jovanovic, Snezana Paunovic, Dr Predrag Jelenkovic, Dr Boban Birmancevic, Vladimir Djuric and Marijan Risticevic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced a joint single debate on items 2, 3 and 4 on the agenda – Proposal of the Decision on the termination of office of presidents of courts of general and special jurisdiction in the Republic of Serbia, Proposal of the Decision on the termination of office of President of the Misdemeanour Court in Krusevac and Proposal of the Decision on the termination of office of President of the Basic Court in Pirot.

The decision proposals were presented by Petar Petrovic, Chairman of the Committee on the Judiciary, Public Administration and Local Self-Government, as representative of the submitter.

The Chair, National Assembly Deputy Speaker Djordje Milicevic greeted, on the behalf of the MPs and himself, the delegation of the Chinese National People’s Congress Ethnic Affairs Committee in official visit to the Republic of Serbia who watched part of the sitting from the gallery of the Grand Hall of the National Assembly House.

The National Assembly concluded the joint single debate on items 2, 3 and 4 on the agenda by the end of the day.

On the third day of the proceedings, 24 May, the National Assembly commenced and, for the remainder of the day, conducted a debate in detail on the Bill amending and modifying the Law on the Capital City.

The Chair, National Assembly Deputy Speaker Veroljub Arsic, informed the MPs that the current sitting will be adjourned, pursuant to Article 101 if the National Assembly Rules of Procedure, for the purpose of holding the 22nd Special Sitting of the National Assembly of the Republic of Serbia, 11th Legislature, convened for Monday, 27 May, starting at 4 pm.

On the fourth day of the proceedings, 29 May, the National Assembly concluded the debate in detail on the Bill amending and modifying the Law on the Capital City.
As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Djordje Milicevic set Wednesday, 29 May, as Voting Day on all the items on the agenda of the Sixth Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 12.10 pm.

Voting Day

On Voting Day, 29 May 2019, the National Assembly accepted the Bill amending and modifying the Law on the Capital City, submitted by the Government, Proposal of the Decision on the termination of office of presidents of courts of general and special jurisdiction in the Republic of Serbia, Proposal of the Decision on the termination of office of President of the Misdemeanour Court in Krusevac and the Proposal of the Decision on the termination of office of President of the Basic Court in Pirot, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Sixh Regular Session of the National Assembly of the Republic of Serbia in 2019.
