Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019
The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, for Thursday, 28 November 2019, starting at 10 am.
The National Assembly adopted the following agenda:
- Proposal of the Decision to Grant Consent to the Decision amending the Fund for Social Insurance of Military Insured 2019 Financial Plan, submitted by the Government;
- Bill amending and modifying the Law on Mandatory Social Insurance Contributions, submitted by the Government;
- Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;
- Bill amending and modifying the Personal Income Tax Law, submitted by the Government;
- Bill amending and modifying the Law on Republic Administrative Fees, submitted by the Government;
- Bill amending and modifying the Property Tax Law, submitted by the Government;
- Bill amending and modifying the Law on Pension and Disability Insurance, submitted by the Government;
- Bill on the Expiration of the Law on Temporary Regulation of Salary and Other Steady Income Calculation and Payment Bases of Public Fund Users, submitted by the Government;
- Bill amending and modifying the Corporate Tax Law, submitted by the Government;
- Bill amending and modifying the Law on Taxes on Use, Possession and Carrying of Goods, submitted by the Government;
- Bill amending the Law on the Temporary Regulation of Payment of Fees for the Public Media Service, submitted by the Government;
- Bill amending the Law on Salaries of Employees of Public Agencies and Other Organizations Founded by the Republic of Serbia, Autonomous Province or Local Self-Government Unit, submitted by the Government;
- Bill amending the Law on Salary System of Public Sector Employees, submitted by the Government;
- Bill amending the Law on Salaries of Civil Servants and General Service Employees in Bodies of Autonomous Provinces and Local Self-Government Units, submitted by the Government;
- Bill amending the Law on Public Service Employees, submitted by the Government;
- Bill on Agency Employment, submitted by the Government.
The National Assembly commenced and for the remainder of the day conducted a joint debate in principle and single debate on items 1 to 11 on the agenda, presented by Minister of Finance Sinisa Mali and Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic.
On the second day of the proceedings, 29 November, the National Assembly conducted and completed the joint debate in principle and single debate on items 1 to 11 on the agenda
On the third day of the proceedings, 2 December, the National Assembly commenced and by the end of the day completed a joint debate in principle on items 12 to 16 on the agenda.
On the fourth day of the proceedings, 3 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Marijan Risticevic, Djordje Vukadinovic, Marija Jevdjic, Josip Broz and Dr Boban Birmancevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
In the course of the day the National Assembly completed a debate in detail on the Bill amending and modifying the Law on Mandatory Social Insurance Contributions, Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Personal Income Tax Law, Bill amending and modifying the Law on Republic Administrative Fees and the Bill amending and modifying the Property Tax Law
On the fifth day of the proceedings, 4 December, the National Assembly commenced a debate in detail on the Bill amending and modifying the Law on Pension and Disability Insurance.
On the sixth day of the proceedings, 5 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Djordje Milicevic, Aleksandar Seselj, Vladimir Djuric, Marijan Risticevic, Djordje Vukadinovic and Marko Parezanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
On Voting Day, 6 December, the National Assembly adopted the Proposal of the Decision to Grant Consent to the Decision amending the Fund for Social Insurance of Military Insured 2019 Financial Plan, Bill amending and modifying the Law on Mandatory Social Insurance Contributions, Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Personal Income Tax Law, Bill amending and modifying the Law on Republic Administrative Fees, Bill amending and modifying the Property Tax Law, Bill amending and modifying the Law on Pension and Disability Insurance, Bill on the Expiration of the Law on Temporary Regulation of Salary and Other Steady Income Calculation and Payment Bases of Public Fund Users, Bill amending and modifying the Corporate Tax Law, Bill amending and modifying the Law on Taxes on Use, Possession and Carrying of Goods and the Bill amending the Law on the Temporary Regulation of Payment of Fees for the Public Media Service, submitted by the Government.
The MPs also adopted the Bill amending the Law on Salaries of Employees of Public Agencies and Other Organizations Founded by the Republic of Serbia, Autonomous Province or Local Self-Government Unit, Bill amending the Law on Salary System of Public Sector Employees, Bill amending the Law on Salaries of Civil Servants and General Service Employees in Bodies of Autonomous Provinces and Local Self-Government Units, Bill amending the Law on Public Service Employees and the Bill on Agency Employment, submitted by the Government.
On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker Veroljub Arsic concluded the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019.
