Seventh Sitting of the Committee on the Rights of the Child

At the seventh sitting of the Committee on the Rights of the Child, the Committee members considered the Ministry of Family Care and Demography Activity Information for the period October - December 2024 and the period January - March 2025.


The Committee accepted the proposal of the Committee Chairperson Ana Brnabic to conduct a joint single debate on the first two items on the agenda.

The activity information was presented to the Committee members by Jelena Zaric Kovacevic, Minister of Family Care and Demography, and, after discussion, the Committee members accepted both documents by majority vote.

The Committee members were the informed about the final document of project “Parliamentoring”, conducted by the Westminster Foundation for Democracy in cooperation with UNICEF Serbia. Committee Chairperson Ana Brnabic reminded the attending that the project involved mentoring by MPs, members of the Committee on the Rights of the Child, with young adults, members of the UNICEF Youth Board. She said that 10 Committee members and deputy members participated in the project, who, as MPs-mentors, made a great contribution to the implementation of the project. The Westminster Foundation submitted to the Committee the project’s final document, which contains the young people’s conclusions and recommendations, said the Committee Chairperson and Committee Deputy Chairperson Zagorka Aleksic, to whom the document was submitted at the final event of the project, to present the document to the Committee.

Committee Deputy Chairperson Zagorka Aleksic emphasised that project “Parliamentoring” final document is the result of the joint work of the young people, MPs, experts from UNICEF and the Westminster Foundation for Democracy. Through this project, young people had the opportunity to explore topics that directly concern them and, through cooperation with MPs, come up with concrete public policy proposals and actively participate in the processes of their adoption, in four areas: digital violence, mental health and boys, inclusive education, with a focus on Roma, and prevention of violence and discrimination in schools, said Aleksic. She added that the young people recommended that the final document with the analysis and recommendations be sent to the Government of the Republic of Serbia for further action and particularly emphasised that the MPs-mentors assessed that this project was valuable not only for young people, but for the MPs themselves and that the National Assembly and the Committee should remain the main actors in future projects, thereby providing them with institutional support.

After the discussion, the Committee unanimously decided to submit the “Parliamentoring” final document with conclusions, recommendations and analysis of the situation to the Government of the Republic of Serbia for consideration and possible implementation.

The Committee members accepted the proposal of the Committee Chairperson to consider the fourth item on the agenda at the next Committee sitting, due to the complexity and sensitivity of the topic and in order for the Committee members to be informed in more detail about other countries’ experiences. Namely, the Committee received an initiative, submitted by the "Take a Book" foundation, which proposes that the Committee on the Rights of the Child adopt a recommendation to parents that children under the age of 15 should not be allowed to use social networks. This recommendation would not be binding, but advisory and would apply to TikTok, Snapchat, YouTube, Instagram, Facebook and the likes.

The sitting was chaired by Committee Chairperson and National Assembly Speaker Ana Brnabic, and attended by the following Subcommittee members and deputy members: Marina Ragus, Nevena Djuric, Elvira Kovacs, Edin Djerlek, Dunja Simonovic Bratic, Dr Jovan Janjic, Haji Milorad Stosic, Natasa Ivanovic, Natasa Mihajlovic, Vesna Nedovic, Doc. Dr sci.med Marija Zdravkovic, Prim. Dr Nada Macura, Tatjana Petrovic Stojkovic, Anita Nesic, Ilo Mihajlovski, Dr Emese Uri, Zagorka Aleksic, Branimir Jovanovic, Marina Mijatovic and Milija Miletic.
