Seventh Sitting of the Committee on Interethnic Relations

At the sitting held on 14 November, the Committee on Interethnic Relations discussed the Activity Report of the Local Councils on Interethnic Relations and City Ombudsmen, the Information of the Working Group of the Ministry of State Administration and Local Self-Government on the drafting of the Law on National Councils and elected Committee members into working groups of the Ministry of State Administration and Local Self-Government for the drafting of amendments and modifications to the Law on Local Self-Government and Law on Local Elections.



At the sitting held on 14 November, the Committee on Interethnic Relations discussed the Activity Report of the Local Councils on Interethnic Relations and City Ombudsmen, the Information of the Working Group of the Ministry of State Administration and Local Self-Government on the drafting of the Law on National Councils and elected Committee members into working groups of the Ministry of State Administration and Local Self-Government for the drafting of amendments and modifications to the Law on Local Self-Government and Law on Local Elections.

The sitting was chaired by the Committee Chairperson, Ana Makanova-Tomanova, and was attended by Djordje Stanicic, Secretary General of the Standing Conference of Cities and Municipalities (SCCM) and Jasmina Benmasur, Assistant Minister of State Administration and Local Self-Government.

Djordje Stanicic, Secretary General of SCCM, presented the Activity Report of the Local Councils on Interethnic Relations and City Ombudsmen to the Committee members, pointing out that 68 municipalities in Serbia meet the conditions to apply the provisions of the Law on Local Self-Government for the foundation of local councils on interethnic relations. He also briefed the Committee members on the issues of foundation and activities of local councils and city ombudsmen stressing the positive example of the province and city ombudsman of Belgrade.

On the behalf of the Ministry of State Administration and Local Self-Government, Jasmina Benmasur briefed the Committee on the results of the Working Group drafting the Law on National Councils. She informed the Committee members that the Council of Europe and OSCE as well as all National Councils have been informed of the formation and activities of the Working Group, so as to be able to contribute to its activities.

During the discussion the Committee members exchanged opinions on the information presented to them, on convening an extraordinary electoral sitting of the National Council of the Roma National Minority and the need for the Committee members to take part in the Ministry Working Group on the drafting of the Law on National Councils.

After the discussion, the Committee decided to request from the Ministry of State Administration and Local Self-Government documents scheduling the extraordinary electoral sitting of the National Council of the Roma National Minority and the electoral sitting of the National Council of the German National Minority. The Committee also decided to forward a request to the Ministry to have two Committee members included in the Working Group for the drafting of the Law on National Councils. The Committee elected Members of Parliament Donka Banovic and Jaroslav Hrebnik to be members of the Working Group of the Ministry for the drafting of amendments and modifications to the Law on Local Self-Government and Petar Kunic and Alexander Marton to be members of the Working group of the Ministry for the drafting the Law on Local Elections.
